About this opportunity

The US Geological Survey is soliciting professional statistical modeling services to support research on trout population dynamics downstream of Glen Canyon Dam through Request for Quotation 140G0325Q0167. The contractor will provide quarterly mark-recapture data analysis to estimate rainbow and brown trout life-stage specific abundance, survival, growth, and body condition, addressing eight specific science questions related to how dam operations, flow experiments, and environmental conditions impact trout populations. Key deliverables include quarterly data analyses within 60 days of monitoring events, peer-reviewed journal articles, and scientific presentations as part of the Glen Canyon Dam Adaptive Management Program. The contract will be awarded using a tradeoff method, requiring offerors to submit a signed SF 18 form, firm fixed pricing, technical qualifications demonstrating relevant experience, prior contract references with professional contacts, and their System for Award Management UEI. The deadline for questions was July 25, 2025 at 1500 PST, with responses due to the Contracting Officer at yangzhideng@usgs.gov by August 4, 2025 at 1500 PST.

This procurement is classified under NAICS code 541690 for Other Scientific and Technical Consulting Services with a size standard of $19 million and is not set aside for small businesses. The estimated performance period runs from September 1, 2025 to August 31, 2026 for the base year, with four additional option years extending through August 31, 2030, though an amendment clarified the actual performance period extends to July 31, 2030. The project involves quarterly sampling and analysis activities between fall 2025 and September 2027, with four sampling trips per year, though a recent amendment removed the contractor's requirement to plan and coordinate these sampling trips. Performance will take place at the vendor's facility, and any contract award is subject to the availability of funds. No specific budget range or award value estimates were provided in the solicitation materials.
