About this opportunity
The Department of the Navy Naval Supply Systems Command seeks American Sign Language interpreter support services via a competitive 8(a) RFQ, with proposals due September 15, 2026. Amendment 1, issued September 8, revises the service quantities: CLIN 0001 reduces from 240 units to 192 units of designated ASL services (10 hours per unit, increased from 8), while CLIN 0002 remains 768 units of ad hoc ASL services. Total annual level of effort is capped at 2,688 hours.
Place of performance is Washington Navy Yard, Washington, DC 20374, with services potentially extending to other Navy installations. The incumbent contractor is F-Concepts, Inc. under contract N0018921PZ034. The contract period runs September 25, 2026 through September 24, 2027.
Contractor personnel must hold current National Interpreter Certification (CI/CT, NAD-IV, NAD-V, NIC, or state certification), possess 10 years of ASL interpreting experience, demonstrate expertise in specialized IT and information security terminology, pass an ASL skills screening, and sign a Non-Disclosure Agreement. Services operate 40 hours per week, Monday through Friday, generally 0700–1800, with expected core hours Monday–Thursday 0730–1800. Services may be delivered via video remote interpreting or on-site. Pricing is hourly Firm Fixed Price; no invoicing occurs for assignments cancelled with over 24 hours' notice, government facility closures, or when no substitute is available.
Evaluation uses best-value trade-off methodology with non-price performance approach weighted more heavily than price. Quotes require two volumes: Volume I (Non-price Performance Approach, 3 pages maximum) and Volume II (Price Quote). Quality control involves mandatory monthly reviews, camera usage, and live schedule visibility to the Contracting Officer's Representative. NAICS 541930, PSC R699.
