Section C - Description/Specifications/Statement of Work
American Sign Language (ASL) Interpreter Services Contract Department of the Navy (DON)
Commander, Navy Installations Command (CNIC)
PERFORMANCE WORK STATEMENT (PWS)
1. INTRODUCTION: Commander Navy Installations Command (CNIC) requires the services of certified American Sign Language (ASL) interpreters of proprietary expertise to provide highly specialized services for a CNIC Deaf Professional (DP) employee. The ASL interpreters are a dynamic and active participant in the DP's environment, and their actions influence communication outcomes and the DP's work performance.
Specialized ASL interpreting under this contract is highly technical in nature; it includes working with the DP in an elevated status, and entails daily interactions with hearing colleagues. The ASL interpreter has a thorough understanding of the DP's role, the roles of others in the workplace and those who have a relationship with the workplace (contractors, customers, etc), the work culture, and the jargon used. The DP and ASL interpreters work together as a micro-team within the larger macro-team of the DP's work environment.
Interpreting is done through a traditional approach requiring the interpreter to be fluent in at least two languages and highly skilled and competent to provide fully accurate interpreting. Specialized ASL interpreting in this environment requires additional technical language skills and expertise on top of excellent interpreting skills, specifically in the Deaf professional's discipline (IT, information security systems, and SharePoint admin) and work environment.
A key component of the DP-ASL interpreter model is mutual trust between the two parties. To be effective, this contract will require the ASL interpreter's intense interest in and commitment to the success of: the DP's work and professional goals, the DP's purpose and intentions, and social interaction for the DP in his work environment. The ASL interpreters need to be available to interpret at all times and are always on call, even during downtime. The interpreters may need to flex their schedules to accommodate the needs of the DP.
The ASL interpreters act as the DP's ears when the DP is not in the room (virtual or in person) or is not attending to background conversations. Most incidental learning in the workplace is not directly available to DPs, but is available to their hearing peers. The ASL interpreter is the holder of this information for the DP, and should interpret both the DP's work conversations and social conversations, in both formal and informal social settings.
Interpreting office conversations to the DP is essential to the ASL interpreter's role, and is crucial to the career success of the DP.
The ASL interpreter must make decisions to maximize the DP's ability to immerse himself in the workplace. The interpreter must be conscious of the representation of the DP at all times. The interpreter is expected to socialize with others to become recognized as a member of the DP's work team, but remember that the interpreter is always on duty amongst the DP's workplace. In order to maximize performance and diminish communication inaccuracy; once a productive working relationship has been established between the DP and ASL interpreters, all efforts should be taken to continue to provide the same individuals throughout the remainder of the contract. It is very important for the ASL interpreter to have strong communications skills and very little margin of error when interpreting. If the interpreter is not meeting a high level of accuracy, and/or does not correctly present the DP's thoughts and ideas, a new interpreter will be requested.
2. BACKGROUND: CNIC's mission is to serve as the single responsible office, advocate, and point of contact for Navy installations; to provide consistent, effective, and efficient shore installation services and support to sustain and improve current and future fleet readiness and mission execution; to provide unified and consistent practices and procedures, standards of service, and funding to manage and oversee shore installation support to the fleet; to execute delivery of installation services through Navy regions and installations, and to coordinate policy, planning, budgeting, execution, and reporting for all regions and shore installations. The CNIC DP requires daily ASL interpreter services to reasonably accommodate his requirements. To successfully support the CNIC mission, the ASL Interpreters must:
Perform the specialized services as outlined in the introduction and specified in this American Sign Language (ASL) Designated Interpreter Services PWS.
Effectively implement the Deaf Professional (DP) / ASL interpreter model as outlined in the introduction.
Interpret in the specific communication mode the CNIC DP requires to achieve full and equal access, for the purpose of carrying out duties crucial to the program's and agency's mission to which the DP is assigned, and for the DP's success.
Assist the DP with integrating and assimilating into CNIC and the program assigned team environment.
Be willing to translate written English into ASL, and assist the Deaf professional with translation from ASL into written English.
Convey incidental learning to the DP that is normally available to hearing peers, in the context of the DP's work environment.
Support coordination of the interpreting services schedule alongside the Federal interpreter for the program to which the DP is assigned at CNIC.
Identify and advocate for accessibility needs of the DP and the ASL interpreters.
Possess the ability to convey nuance, tone information, inflection, and the spirit of both the speaker's voice and the DP's signs to fully convey messages.
Possess the ability to keep pace with normal conversation in conferences, meetings, seminars, training courses, interviews, and public speaking events.
