The vehicle must meet specific technical requirements, including a 2.4L turbo petrol engine, 7-passenger seating, full-time 4WD, and 8-speed automatic transmission. Potential vendors must be registered in the System for Award Management (SAM) and submit a complete quotation by April 8, 2025, at 5:00 PM Ashgabat time. Vendors must also complete additional documentation, including NDAA 889 Compliance Certification and a Certification Regarding Compliance with Applicable Federal Anti-Discrimination Law.

The solicitation does not have a specific set-aside designation and is open to all qualified vendors. The procurement is for a single vehicle to be delivered to Ashgabat, Turkmenistan, with an amended delivery timeline of 90 days after notice to proceed. The contract falls under the NAICS category of Automobile and Light Duty Motor Vehicle Manufacturing (33611) and the Product Service Code for Passenger Motor Vehicles (2310). While no specific incumbent or current contractor is mentioned, vendors must submit their quotations either by sealed envelope to the U.S. Embassy or via email to Ashgabatprocurement@state.gov. The solicitation emphasizes the importance of complete and accurate submission, warning that incomplete proposals may be rejected, and highlights the necessity of SAM registration as a critical qualification for potential contractors.
