About this opportunity
FEMA Region 6 intends to solicit an Asbestos Abatement Blanket Purchase Agreement (BPA) supporting routine, planned, urgent, and emergency asbestos abatement services at 800 N. Loop 288, Denton, Texas, with anticipated solicitation in September 2026; the procurement is set aside for Total Small Business.
FEMA will conduct a mandatory site visit on September 2, 2026, at 10:00 a.m. Central Time to allow interested firms to observe facility conditions at the occupied Federal Regional Center and Vehicle Storage Administration Building 1 and to support market research and acquisition planning. Registration closes September 1, 2026, at 10:00 a.m. Central Time via email to Contracting Officer Destiny Dyson (destiny.dyson@fema.dhs.gov). Attendance is required for firms wishing to participate in the site-visit portion; failure to attend may limit FEMA's ability to consider firm input during market research and may restrict information available to non-attending firms regarding site-specific conditions. However, site-visit attendance does not guarantee award or establish socioeconomic program eligibility.
Services include asbestos-containing material removal, encapsulation, containment, negative-air/HEPA filtration, decontamination, waste handling, transportation, disposal, regulatory notifications, and related support. The BPA structure provides a base period of one year with four one-year option periods. For routine or planned work, the contractor must mobilize within 15 business days. For urgent or emergency requests, the contractor must respond on-site within two hours of government notification, requiring local or regional response capability within a 100-mile radius of Denton. The acquisition will be Firm Fixed Price.
All contractor personnel must comply with background investigations, facility access requirements, CUI handling procedures, and training certifications including unauthorized disclosure awareness, OPSEC, and insider threat training. FEMA has not finalized acquisition strategy and may pursue competitive, HUBZone, service-disabled veteran-owned, or women-owned small business approaches.

Update #2 · Latest ·
FEMA Region 6 is conducting market research and acquisition planning for a contemplated Asbestos Abatement Blanket Purchase Agreement (BPA) at 800 N. Loop 288, Denton, Texas 76209.
The contemplated BPA may support routine, planned, urgent, and emergency asbestos abatement requirements, including asbestos-containing material removal, containment, negative-air/HEPA filtration, decontamination, waste handling, transportation, disposal, regulatory notifications, and related support services.
FEMA will conduct a pre-award site visit to allow interested firms to observe facility conditions and support FEMA’s market research and acquisition planning. Attendance is required for firms that wish to participate in the site-visit portion of FEMA’s market research. The site visit is necessary because the contemplated requirement involves site-specific asbestos-related conditions at an occupied Federal facility, including access constraints, containment requirements, safety considerations, indoor-air-quality controls, mobilization requirements, waste handling logistics, and response-time considerations.
Firms interested in the contemplated BPA are strongly encouraged to attend the pre-award site visit. Failure to attend may limit the information available to the firm regarding site-specific conditions and may limit FEMA’s ability to consider that firm’s site-visit-specific input during market research. However, attendance at this market research site visit does not guarantee award, establish eligibility for any socioeconomic program, or create any entitlement to participate in a future acquisition.
This site visit is being conducted for market research and acquisition planning purposes only. If FEMA later issues a solicitation, FEMA may include a separate mandatory site visit requirement in that solicitation if warranted by the final acquisition strategy and the site-specific nature of the requirement. Any such requirement will be stated in the solicitation.
Interested firms that wish to attend the site visit must register by 10:00 a.m. Central Time, Tuesday, September 1, 2026.
Send registration to:
Destiny Dyson, Contracting Officer
destiny.dyson@fema.dhs.gov
Clarification:
The site visit is scheduled for 10:00 a.m. Central Time on Wednesday, September 2, 2026, at the FEMA Region 6 facility located at 800 N. Loop 288, Denton, Texas 76209, Room 103.
If FEMA later issues an RFQ or establishes a BPA, FEMA may determine that an additional site visit is not needed for an awardee that attended this market research site visit, including for the initial call order, if FEMA determines the awardee has sufficient site familiarity and site conditions have not materially changed.
FEMA reserves the right to require an additional site visit in any future solicitation or call order if needed.
Attendance at this site visit does not guarantee award, establish eligibility for award, create any entitlement to participate in a future acquisition, or obligate the Government to issue a solicitation, establish a BPA, or make an award.
