1. Purpose
The Federal Emergency Management Agency, Region 6, is conducting market research and acquisition planning for a possible Blanket Purchase Agreement for asbestos abatement services at the FEMA Region 6 facility located at 800 N. Loop 288, Denton, Texas 76209.
The contemplated requirement may include recurring, planned, urgent, and emergency asbestos abatement services, including, but not limited to, asbestos-containing material removal, containment, negative-air/HEPA filtration, decontamination, waste handling, transportation, disposal, regulatory notifications, and related support services.
This notice is issued for market research purposes under Federal Acquisition Regulation (FAR) Part 10. FEMA is using this notice to identify capable sources, including small business and socioeconomic small business concerns, and to assist in determining the appropriate acquisition strategy.
FEMA has not selected an acquisition strategy. Depending on the results of market research and the anticipated value of the requirement, FEMA may consider a competitive acquisition, a socioeconomic set-aside, a socioeconomic sole-source award, or another acquisition approach authorized by applicable law and regulation.
This notice is not a solicitation. This notice does not constitute a request for quotations, request for proposals, invitation for bids, or promise to issue a future solicitation. This mailto:destiny.dyson@fema.dhs.gov notice does not commit the Government to issue a solicitation, establish a BPA, or make an award.
The Government will not reimburse any costs associated with responding to this notice or attending any site visit.
2. Anticipated Requirement
FEMA anticipates a need for asbestos abatement services at an operational federal facility in Denton, Texas. The contemplated BPA may support both planned work and time-sensitive response requirements.
The contemplated services may include, but are not limited to:
• Asbestos abatement planning and coordination;
• Containment and isolation of work areas;
• Negative-air and HEPA filtration;
• Removal of asbestos-containing or suspected asbestos-containing materials, as authorized;
• Decontamination activities;
• Air monitoring coordination or support, as applicable;
• Waste packaging, labeling, handling, transportation, and disposal;
• Regulatory notifications and documentation;
• Emergency or urgent response support;
• Coordination with FEMA facility, safety, environmental, and security personnel;
• Final cleanup and closeout documentation; and
• Other related asbestos abatement support services.
Contractors must be capable of complying with applicable federal, state, and local laws, regulations, codes, and requirements governing asbestos abatement, occupational safety, environmental protection, transportation, and disposal.
3. Site Visit
FEMA will conduct a site visit to support market research and acquisition planning. The site visit is intended to help interested firms better understand general facility conditions and the contemplated requirement.
The site visit is intended to assist interested firms in understanding site-specific asbestos-related conditions at an occupied federal facility, including access constraints, containment considerations, safety requirements, indoor-air-quality controls, mobilization considerations, waste handling logistics, and response-time considerations.
Attendance at this market research site visit is strongly encouraged but is not a prerequisite for responding to this notice and does not determine eligibility for any future solicitation or award. If FEMA later issues a solicitation, FEMA may include a separate site visit requirement in that solicitation if warranted by the final acquisition strategy and the site-specific nature of the requirement.
The site visit is for market research and acquisition planning only. Attendance does not guarantee award, establish eligibility for any socioeconomic program, or create any entitlement to participate in a future acquisition. Any future acquisition will be subject to all applicable requirements, including eligibility, responsibility, fair and reasonable pricing, applicable thresholds, and FEMA’s final acquisition strategy.
FEMA may limit the number of attendees per firm due to facility, security, safety, or operational considerations.
