About this opportunity

The Centers for Medicare and Medicaid Services has awarded a modification to contract 47QRAA18D0001P to Deloitte Consulting LLP under GSA Multiple Award Schedule, adding Intelligent Process Automation (IPA) capabilities to the existing Artificial Intelligence Research and Enablement (AIRE) program on a sole-source basis, with a modification value of $12,666,776.

CMS invoked GSAM 538.7104-3(b)(1)(iii) as a logical follow-on exception to fair opportunity. The justification rests on the interdependency between IPA and AIRE as unified automation and AI strategy components, combined with Deloitte's incumbent position as the legacy IPA provider holding existing security clearances, FISMA controls, and governance procedures. Awarding to the incumbent minimizes transition risk and compliance duplication rather than splitting services across vendors.

The IPA scope encompasses four service areas: IPA Program Delivery (intake, discovery, design, testing, deployment, and operations); IPA Program Governance and Community of Practice (oversight frameworks, intake processes, and citizen developer enablement); IPA Operations, Maintenance, and Continuity (production automation maintenance and third-party service obligations); and IPA Program Management and Coordination aligned with existing PWS Task 4 standards.

The AIRE contract runs from April 17, 2026, through April 16, 2031, with a current total value of $14,907,234.36 and obligated amount of $4,079,133.48. CMS commits to returning to full and open competition for subsequent IPA services prior to contract expiration through advance acquisition planning and clearly defined security and compliance standards.
