The procurement requires a metrology-grade handheld laser 3D scanner with specific technical specifications including blue laser technology, 0.02 mm point accuracy, and ISO 17025 accreditation. The contract will include the scanner unit, one-year Artec Studio software with lifetime subscription, one day of remote training, and shipping services. The government will evaluate submissions using a lowest price technically acceptable (LPTA) basis, with technical specifications and price serving as the primary evaluation factors in order of importance. Quote packages must be submitted by August 14, 2025, at 10:00 AM EST to the designated contracting officer via email, and late submissions will not be considered.
This solicitation is designated as a Women-Owned Small Business (WOSB) set-aside under NAICS code 334519 with a size standard of 600 employees, though there appears to be conflicting information in the opportunity description regarding the employee threshold. The procurement is structured as a firm fixed-price contract with delivery required by November 28, 2025. No incumbent contractors or previous award values are mentioned in the documentation. The solicitation emphasizes that this is a brand name mandatory requirement, indicating the government specifically requires the Artec scanner model. Performance will likely occur at the Naval Surface Warfare Center Indian Head Division facility in Indian Head, Maryland, with the contractor responsible for providing remote training services as part of the deliverables.
