About this opportunity

The National Guard Bureau Acquisition Directorate seeks sources to provide Human Factors Analysis and Classification System training courses to the Army National Guard Aviation Safety Division in support of accident investigation requirements. The contractor must deliver two-day HFACS seminars for up to 80 students at multiple National Guard locations from 2024 through 2029, covering topics such as developing corrective actions using the Human Factors Intervention Matrix and preparing attendees to pass an online certification exam. Proposals are due by October 19, 2023.

There is no set-aside designated for this requirement. The attached performance work statement provides specific training dates and locations for the base and five option years, with the total potential contract value dependent on exercise of the optional CLINs. Up to five courses will be conducted annually to train approximately 80 students per location.

The National Guard Bureau Acquisition Directorate (NGB-AQ-C) is seeking sources for Human Factors Analysis and Classification System (HFACS) for the National Guard Bureau Aviation Safety Division. This requirement is in support of the ARNG NG Supplement 1 to the AR 385-10. HFACS is one of the courses required to be a Certified Accident Investigator to conduct ARNG Accident Investigations.  This requirement is for five (5) courses to be provided for up to 80 students in five (5) different locations within the United States per year.  This contract will have optional quantity Contract Line Item Numbers (CLINs) so that courses are provided for a total of five (5) years.
