PURCHASE DESCRIPTION:
Requirement Background:
National Guard (NG) Supplement 1 to Army Regulation (AR) 385-10, The Army Safety Program, provides specific guidance to the Army National Guard (ARNG) for Safety Program activities and operations. Chapter 3, section 4 outlines the ARNG Certified Accident Investigation Program (CAIP) to conduct installation level on-duty Class A-C accident investigations. CAIP personnel are trained and certified in the following areas: (1) Board President Course, (2) Transportation Safety Institute (TSI) Accident Investigation Course (3) the Human Factors Analysis Classification System (HFACS), and (4) the ARNG Aviation Accident Investigation Exercise (Boneyard Course).
Description:
The HFACS framework has been used within the military, commercial, and general aviation sectors to systematically examine underlying human causal factors and to improve aviation accident investigations. The HFACS system has direct application in Accident Investigation and Analysis, Risk Reduction Safety, Quality and Productivity improvement and is considered the “Gold Standard” in human factors analysis and classification.
This intensive 2-day seminar provides ARNG-specific training in the application of innovative methods for managing human error that are scientifically derived, empirically tested, and proven in the field. Participants will learn how to turn errors into information, information into knowledge, and knowledge into effective error management solutions.
The HFACS course provides a combination of professional, classroom and field experience using the HFACS system. The course prepares participants to achieve two levels of Certification - 1) the “Associate” HFACS Professional (AHP), and 2) the “Certified” HFACS Professional (CHP). This knowledge and experience will prepare participants to pass an online exam and produce the requisite work product to achieve the “Certified” HFACS Professional certification.
The Contractor shall provide the course in accordance with the following schedule. All courses will be provided at Government locations within the Continental United States (CONUS).
