About this opportunity

The Army Contracting Command - Detroit Arsenal (ACC-DTA) is seeking competitive proposals for the Army Watercraft Sustainment Maintenance (AWSM) Program focusing on Zone 2 Outside the Continental United States (OCONUS). This procurement will involve comprehensive maintenance services for the U.S. Army's vessel fleet, specifically targeting modifications, modernizations, and On-Condition Cyclic Maintenance (OCCM) efforts. The solicitation is structured as a full and open competitive procurement under the Ship and Boat Building NAICS category, with the Request for Proposal (RFP) W912CH-25-R-A006 expected to be released in April 2025. While specific evaluation criteria are not detailed in the pre-solicitation notice, contractors will likely be assessed on their technical capabilities, past performance, and ability to execute complex maritime maintenance services. Interested vendors should prepare to submit their proposals by April 23, 2025, and carefully review the upcoming RFP for comprehensive submission requirements.

The government intends to award approximately 7 OCONUS Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contracts, with the flexibility to award more or fewer contracts based on their assessment of submitted proposals. No specific set-aside designations are currently indicated, suggesting the procurement will be open to all qualified vendors. The contract duration is anticipated to be five years, providing substantial long-term opportunities for selected contractors in the maritime maintenance sector. While exact budget ranges are not specified, the comprehensive nature of the maintenance program and the OCONUS focus suggest a potentially significant contract value. Vendors specializing in ship and boat maintenance, particularly those with experience in military maritime environments, are encouraged to prepare detailed technical and cost proposals that demonstrate their capability to support the U.S. Army's watercraft sustainment requirements.
