About this opportunity

The Department of the Army Materiel Command Contracting Command Rock Island Arsenal issued this Limited/Sole Source Justification Notice on March 9, 2026, to extend logistics support services for Army Prepositioned Stocks-4 (APS-4) Korea under the Enhanced Army Global Logistics Enterprise (EAGLE) program. The contract, awarded to KBR Services, LLC on February 27, 2026, under contract number W52P1J-12-G-0061, provides facilities support services and logistics management at Camp Carroll, Camp Humphries in Korea, and Sagami General Depot in Japan. The justification for sole-source award invokes Federal Acquisition Regulation 6.302-1, citing operational necessity and continuity requirements, as KBR has provided specialized COSIS mission support since September 2014 with personnel possessing necessary security clearances and system familiarity that cannot be replicated without unacceptable delays. The extension represents a six-month Cost-Plus-Fixed-Fee modification to bridge operations during transition to the LOGCAP V multiple-award contract vehicle, with the Government emphasizing that service interruption would degrade force protection capability on the Korean Peninsula. While the specific contract value is not disclosed in the notice, the justification indicates that fair and reasonable pricing will be determined through cost analysis using certified cost or pricing data.
