About this file

This is a Justification and Approval Document for Other Than Full and Open Competition submitted by the U.S. Army Contracting Command – Rock Island (ACC-RI). The Army Sustainment Command (ASC) is requesting a Cost-Plus-Fixed-Fee (CPFF) modification to extend the Army Prepositioned Stocks-4 (APS-4) Korea Enhanced Army Global Logistics Enterprise (EAGLE) Basic Ordering Agreement (BOA) Task Order under contract W52P1J-12-G-0061/0001 with incumbent contractor KBR Services, LLC. The extension period of performance is for six months with no options, providing critical Army logistics services during transition to the Logistics Civil Augmentation Program (LOGCAP) V multiple-award indefinite-delivery, indefinite-quantity (IDIQ) contract vehicle. The contract extension is justified under 10 U.S.C. 3204(a)(1) as a sole-source action due to operational necessity and continuity requirements.

The justification cites authority under Federal Acquisition Regulation (FAR) 6.302-1, noting that services may be deemed available only from the original source when continued provision of highly specialized services would result in unacceptable delays fulfilling agency requirements. KBR has performed APS-4 Korea COSIS mission support since September 2014 with in-place employees possessing required security clearances, base access, and system familiarity. The APS-4 program maintains prepositioned equipment at Camp Carroll, Waegwan, and Camp Humphries in Korea, with primary purpose of reducing strategic airlift requirements and sustaining forward-deployed U.S. forces. The Government emphasizes that failure to extend services would degrade force protection capability on the Korean Peninsula and create unacceptable gaps in defense posture. The procurement history shows continuous non-competitive bridge extensions since the original 2019 award, with the Government implementing competitive mitigation through FAR clause 52.244-5 requiring subcontractor competition and planning transition to LOGCAP V competition. Fair and reasonable pricing determinations will be supported by cost analyses utilizing certified cost or pricing data.
