About this opportunity
The Army Medical Command is seeking to procure nine ophthalmology systems specifically for vitrectomy procedures to support Army optometrists in austere Role of Care 3 environments. The procurement includes Anterior Vitrectomy Systems, ancillary items, consumables, repair parts, repair training, user training, and manuals, all critical for removing vitreous bodies, fluids, and debris from patients' eyes during ocular surgery to preserve eyesight. The Army has identified Oertli Instruments' CataRHex 3 system as the sole source capable of meeting their unique requirements for portability, mobility, and trauma-focused operations in rigorous military environments. This commercial off-the-shelf system weighs 37.19 pounds, occupies 2.4 cubic feet, and features a self-contained onboard compressor that eliminates the need for external compressed air. The procurement is being conducted under brand name acquisition authority with only one responsible vendor, as no known alternative sources can satisfy the Army's specialized requirements. The pre-solicitation notice was posted on August 28, 2025, with a due date of August 29, 2025, and serves notification purposes only as the government intends to award directly to Oertli Instruments Inc.
This procurement does not utilize any set-aside designations and represents a sole source acquisition to Oertli Instruments Inc., which appears to be both the incumbent and intended awardee for this specialized medical equipment requirement. The contract involves delivering five systems as part of a one-time delivery to complete the Army's fielding requirement, bringing the total ophthalmology systems to nine units across the service. The procurement falls under NAICS code 339112 for Surgical and Medical Instrument Manufacturing and PSC code 6515 for Medical and Surgical Instruments, Equipment, and Supplies. The acquisition is being processed through the Health Readiness Contracting Organization (HRCO) under the authority of Title 41 U.S.C. 1901(e)(2) for commercial products and services. While specific contract values are not disclosed in this pre-solicitation notice, the procurement represents a critical capability investment for maintaining Army medical readiness in challenging operational environments.
