About this opportunity
The U.S. Army Engineer Research and Development Center (ERDC) has issued a Special Notice for demonstrations of automated crack sealing technology at Army installations. The Airfields and Pavements Branch Asphalt Materials Research Laboratory in Vicksburg, Mississippi is conducting research to validate the technical merits and operational benefits of automating asphalt pavement crack sealing operations. The technology involves commercially available automated crack sealing equipment developed by Robotic Maintenance Vehicles, LLC (RMV), which has undergone preliminary feasibility assessment by the U.S. Air Force but requires further validation for Army operational environments. The contract will provide equipment, materials, and services for research trials involving field applications at four Army installations. The award will be issued under FAR 13.106(b)(1)(i) with NAICS code 333120 for Construction Machinery Manufacturing.
The primary objective is to demonstrate and evaluate automated crack sealing technology through field applications covering at least two lane-miles of pavement across multiple Army installations, followed by testing and performance assessment by the ERDC team. Contractors must submit capability statements, proposals, or quotations by 1:00 PM CST on August 8, 2025, to David Ammermann and Jon-Vincent Holden via email with the solicitation number in the subject line. Eligible contractors must operate under NAICS 333120 with a size standard of 1,250 employees and provide detailed descriptions of their capabilities and past experience with similar requirements, including references. The notice emphasizes this is for informational purposes only and not a competitive solicitation, though the government may determine whether to proceed with full and open competition based on responses received. The contract value is approximately $147,541 and involves specialized equipment including six-axis robotic arms, AI-equipped crack sensing systems, and materials meeting specific ASTM standards.
Notice text
The Airfields and Pavements Branch (APB) Asphalt Materials Research Laboratory of the U.S. Army Engineer Research and Development Center (ERDC), Vicksburg, MS, is conducting research to demonstrate the technical merits and operational enhancement provided by the automation of crack sealing asphalt pavements. Commercially available technology capable of executing automated crack sealing has been developed by Robotic Maintenance Vehicles, LLC (RMV). Preliminary feasibility of the RMV technology has been assessed by the U.S. Air Force, but further research is needed to transition the technology to the army and validate its use in relevant operational environments.
This service contract will supply equipment, materials, and services required to carry out the research trial, which is to include the field applications of crack sealant with the RMV at four Army Installations. The field applications will occur on sections of roadway to be identified in conjunction with installation personnel. The applications will cover at least two lane-miles of pavement, with the exact area considered subject to vary depending on crack density on the pavement selected.
Following the field applications, the APB Asphalt Lab team will perform testing and evaluation of the crack sealed pavement, specifically visual assessments of crack sealing quality. The APB Asphalt Lab team will communicate with Army installation personnel to coordinate site selection, demonstration, and access to the installation for the RMV team. Additionally, the APB Asphalt Lab team will work with the installation personnel to receive feedback on the performance of the sealed cracks over time.
The award will be issued in accordance with FAR 13.106(b)(1)(i). The applicable North American Industrial Classification System Code (NAICS) code is 333120, Construction Machinery Manufacturing.
