About this file
This document is a Justification and Approval (J&A) for a sole-source contract with Robotic Maintenance Vehicles, LLC (RMV) to demonstrate automated crack sealing technology for Army installation pavements. The U.S. Army Engineer Research and Development Center (ERDC) seeks to validate RMV's Robotic Crack Sealer (RCS), a prototype automated crack sealing vehicle that can reduce training and personnel requirements for pavement maintenance.
The contract, valued at $147,541.00, will support a research trial involving field applications of crack sealant at four Army installations, covering at least two lane-miles of pavement. Required equipment includes a six-axis robotic arm, AI-equipped crack sensing system, air compressor, and specialized crack sealing equipment. The sealants must meet UFGS 32 01 17.61 standards and ASTM D6690 properties. RMV is identified as the sole source due to being the only known manufacturer of this specific automated crack sealing technology. The Notice of Intent (NOI) will be posted on SAM, with responses due by 1:00 PM CST on August 08, 2025.

4. Description of Supplies/Services:
1.1. Materials used must meet the following requirements:
Sealants. The crack sealant should be selected as outlined in UFGS 32 01 17.61 and conform to properties stipulated in ASTM D6690.
1.2. Equipment provided by the contractor must meet requirements listed below. All equipment must be serviced within the same construction season and in good operating condition.
 Air Compressor
Air compressor capable of furnishing at least 150 cubic feet per minute, maintaining line pressure of at least 90 psi at the nozzle
 Crack Sealing Equipment
Unit applicator used for heating and installing hot-poured crack sealant materials
Mobile unit equipped with double-boiler, agitator-type kettle, and direct-connected pressure-type extruding device with a nozzle shaped for inserting in the prepared crack to be filled
Temperature device for controlling temperature of the sealant
Circulation system to move sealant through the delivery hose and return to inner kettle when not in use
 Robot
Six-axis robotic arm with line tracking to manipulate crack sealant wand
 Automated crack sensing system
AI software equipped with cameras and lasers to detect cracks in asphalt pavement
1.3. Quality control must be completed in accordance with UFGS 32 01 17.61. This is to include assessment of crack cleaning and crack seal application equipment.

5. Authority Cited: Title 10 United States Code (U.S.C.) §41 USC 1901 as implemented in Federal Acquisition Regulation (FAR) FAR 13.501(a)(1).
6. Reason for Authority Cited: The Army Installations Technology Transition Program has funded ERDC researchers, specifically the APB Asphalt Lab team, to demonstrate the feasibility of an automated crack sealing vehicle to modernize sustainment practices for installation asphalt pavements. Crack sealing is a pavement maintenance treatment commonly employed at Army installations due to the low cost compared to other treatment options and ability to extend pavement life when used appropriately.
However, proper procedures for performing maintenance must be followed to fully realize performance benefits and cost savings, which requires training of personnel and quality control of both materials and processes. Robotic Maintenance Vehicles (RMV), LLC. has developed a prototype automated crack sealing vehicle, the Robotic Crack Sealer (RCS). This capability, which has merit for the Army as it would reduce training and personnel requirement. However, partnership through a service contract with RMV, LLC is necessary to demonstrate this capability, as RMV, LLC is the only known manufacturer of such a system.
7. Efforts to Obtain Competition: A NOI will be posted on SAM.
8. Actions to Increase Competition: A NOI will be posted on SAM.
9. Market Research: Market research was conducted to identify Robotic Maintenance Vehicles, LLC. as the only vendor capable of meeting the Governments requirement through review of sources in industry and experience of GSLs asphalt pavement subject matter experts, Dr. Sadie Casillas and Dr. Ben Cox, in researching these systems.
