About this opportunity
The U.S. Army Corps of Engineers (USACE) Europe District is procuring design-build services for the construction of 184 new Army Family Housing units at Chievres Air Base, Belgium. The project will be evaluated using a Best-Value Acquisition Selection process in accordance with Federal Acquisition Regulations (FAR) Part 15, which permits trade-off analysis between non-cost and cost factors to achieve the best overall value rather than simply selecting the lowest-priced proposal. Key contract requirements include adherence to Department of Defense Antiterrorism standards and Army Family Housing guidelines, with deliverables encompassing individual housing units featuring living areas, kitchens, bathrooms, bedrooms, storage, attached garages, driveways, patios, and private entrances, along with supporting infrastructure such as playgrounds, parking facilities, utilities, lighting, walkways, storm drainage, and landscaping. The solicitation will be conducted under Full and Open competition as an unrestricted action, meaning no socioeconomic set-asides apply due to the overseas location. Specific deadline information for questions, proposal submissions, and other critical dates is not detailed in this pre-solicitation notice but would be clarified in the formal solicitation document.
This procurement is anticipated to be awarded as a Firm-Fixed-Price design-build contract with an estimated value between $250 million and $500 million. No incumbent contractors or current contractor information is identified in this pre-solicitation notice. The project is not subject to socioeconomic program considerations or set-asides in accordance with FAR 19, as the work location at Chievres Air Base in Belgium qualifies as an OCONUS (Outside the Continental United States) project. The NAICS classification for this opportunity is 236115, New Single-Family Housing Construction, with the PSC category designated as Y1FA for Construction of Family Housing Facilities. The pre-solicitation notice was posted on January 12, 2026, with the formal solicitation number designated as W912GB26RA015.
