About this opportunity
This notice seeks proposals to provide cost-effective Information Technology and Cybersecurity training services for all U.S. Army activities across the U.S. Army Europe Area of Responsibility. The General Services Administration, on behalf of U.S. Army Europe, will issue a request for proposal on March 31st, 2023 seeking a combination firm fixed price, time and materials, and cost reimbursement contract with an estimated base period of performance from August 10th, 2023 to August 9th, 2024 and four one-year option periods. Proposals will be evaluated based on technical approach, staffing approach, and past performance. Questions regarding this pre-solicitation notice are due by April 7th, 2023 and proposals in response to the forthcoming RFP will be due May 1st, 2023 by 4:00 PM Eastern Time.
This requirement is set aside for total small business and has a NAICS code of 611430 for Professional and Management Development Training. Performance will take place outside the continental United States to support the Army Europe Information Technology Training Program.

The Federal Acquisition Service of the General Services Administration (GSA) on behalf of the U. S. Army Europe (USAREUR) intends to issue a Request for Proposal to acquire cost-effective, theater-wide Cyber-Security (CS) Training and Information Technology (IT) training for all the U.S. Army Europe and all DoD activities geographically dispersed across the USAREUR Area of Responsibility (AOR). The training is in support of the USAREUR – Information Technology Training (AE-ITT) Program to enable the U.S. military to develop and maintain a skilled competent and certified Cyber Security professional workforce. The AE-ITT program consists of two training areas. First, Information Technology Training Program (ITTP), which includes commercially available, DoD-specific and Career Program (CP) 34 Career Developmental Training courses. Second, Cybersecurity Training Program (CSTP), which includes commercially available courses and industry standard certifications that map to the Army’s Cybersecurity requirements under Cyberspace Workforce Management DoDD 8140.01 and applicable Army Regulations.
The Government intends to issue a competitively awarded combination Firm Fixed Price (FFP)/Time and Materials (T&M)/Cost Reimbursement type contract with an estimated period of performance includes a twelve month base period and four (4) twelve month renewable options.
Base Period is anticipated to begin 10 August 2023.
Performance of services under this contract will be Outside the Continental United States (OCONUS).
The solicitation will be posted on or about 31 MARCH 2023.
All Offerors must be registered with the System for Award Management (SAM) at http://www.sam.gov prior to submitting an offer. The RFP will be issued in SAM. The contract will be awarded to the offer whose proposal is the most advantageous to the Government. The acquisition will be conducted in accordance with FAR Part 15, Contracting by Negotiation. The following Technical factors will be considered:
