About this opportunity
The Army Contracting Command-Aberdeen Proving Ground issued a Notice of Intent to Award a sole-source contract to Motorola Solutions, Inc. for the Army CONUS Enterprise (ACE) Land Mobile Radio System Upgrade Agreement, with a response deadline of September 4, 2026 at 11:00 AM Arizona Time. The Army justifies sole-source award under 10 U.S.C. 3204(a)(1) and FAR 6.103-1(b), asserting that only Motorola can satisfy the requirement without creating unacceptable risk.
The System Upgrade Agreement addresses a technical refresh of Motorola LMR systems across seven Army installations—Fort Buchanan, Fort Carson, Tooele, Fort Bragg, Fort Stewart, Fort Rucker, and Holston AAP—that currently lack active contracts for system upgrade coverage. The technical refresh maintains cybersecurity compliance, ensures mission capability on the 2025 HS system version, and completes property accountability for new and legacy equipment. Failure to sustain the LMR system and cybersecurity compliance presents a life, health, and safety risk. The contract comprises a one-year base period; place of performance is 7th Signal Command, Fort Eisenhower, Georgia. NAICS code 517810 (All Other Telecommunications) applies; small business size standard is $40 million.
Interested parties may submit capability statements demonstrating clear and convincing evidence that competition would be advantageous to the Government by the September 4 deadline.
