About this opportunity
The Mission and Installation Contracting Command (MICC) Fort Liberty is seeking a contractor to provide Army Continuing Education Services (ACES) for the United States Army Reserve Command (USARC). The non-personal services contract will support 14 education centers across the United States, Puerto Rico, and Hawaii, delivering comprehensive educational support including tuition assistance, academic counseling, credentialing assistance, and test administration services. The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) methodology, with proposals assessed across three subfactors: Management Approach, Staffing Approach, and Phase-In Approach. Potential offerors must submit all questions to contract specialist Michael Birney and Contracting Officer Casey Cambrin by October 30, 2024, at 4:00 PM EST, with the initial proposal deadline set for March 6, 2025, at 4:00 PM EST. Key personnel requirements include a Program Manager with a master's degree and Education Service Advisors with bachelor's degrees and relevant experience.
The solicitation is exclusively set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns, with Advanced Technology Logistics, Inc. identified as the incumbent contractor. The contract structure includes a 14-day phase-in period, a 12-month base period, and four 12-month option periods, totaling a potential five-year performance timeline from March 31, 2025, to March 30, 2030. Performance will be measured by strict accuracy standards, requiring 95% accuracy for education services and 100% accuracy for test examination services. The contract will be awarded on a firm-fixed-price basis, with services to be performed Monday through Friday, 7:30 AM to 4:30 PM at each location.
