About this opportunity
The U.S. Army is soliciting proposals for Family Advocacy Program (FAP) Educator Services to support Army Community Service operations at United States Army Garrison Bavaria, Germany. The 409th Contracting Command, 928th Contracting Battalion/Regional Contracting Office Bavaria seeks to award a single commercial contract for two full-time FAP educators who will provide comprehensive family violence prevention and education services across Rose Barracks (Vilseck), Tower Barracks (Grafenwoehr), Netzaberg, and Hohenfels military communities. Contractors must possess bachelor's degrees in social work, psychology, counseling, or related fields with minimum 24 hours of relevant coursework and at least two years of experience in child abuse prevention, family services, or domestic violence victim advocacy. The contract will be evaluated using Lowest Price Technically Acceptable (LPTA) criteria, with technical compliance, past performance, and supplier performance risk as key evaluation factors. The solicitation was posted September 5, 2025, with the question deadline extended to September 10, 2025, and proposal submissions due by September 17, 2025, at 5:00 PM.
The solicitation initially indicated a Women-Owned Small Business (WOSB) set-aside designation but later amendments suggest no set-aside is being used. The contract structure includes a six-month base period from October 29, 2025, through March 28, 2026, followed by four one-year option periods extending through March 28, 2030, for a total potential contract duration of four and a half years. The contractors will be responsible for conducting approximately 600 annual training sessions covering various topics including FAP overview briefings, child abuse identification, unit troop briefings, community outreach, marriage enrichment groups, and life skills classes. Performance will occur at multiple U.S. Army installations throughout Bavaria, Germany, with contractors required to have their own transportation and estimated monthly travel of 500 miles per full-time equivalent employee. The solicitation documents do not identify any incumbent contractors or specific budget ranges, though they reference GS salary tables for compensation guidance.
