About this opportunity
The Department of Homeland Security's Customs and Border Protection is seeking qualified contractors to provide armored car services for transporting sealed deposit containers from multiple CBP locations in the Buffalo, New York area. The solicitation requires contractors to be licensed and fully qualified in armored car operations, with responsibility for all labor, equipment, personnel, licenses, permits, supplies, and supervision necessary to execute the service. Key contract requirements include maintaining 95% on-time performance, providing 100% accurate documentation, maintaining liability insurance up to $2,000,000 per shipment with individual bags insured up to $250,000, and ensuring secure transport of federal deposits. The Government will award a firm-fixed-price contract to the lowest priced, technically acceptable offeror through a full and open competition process. Critical deadlines include February 9, 2026 at 2:00 PM EST for submission of questions and February 12, 2026 at 2:00 PM EST for submission of quotes via email to David Banks at david.m.banks@cbp.dhs.gov.
This procurement carries no set-aside designation and does not identify any incumbent contractor. While the solicitation does not specify a budget range, the small business size standard for this NAICS category is $43.0 million. The contract will run for a base period from April 1, 2026 through March 31, 2027, with four optional one-year renewal periods extending through March 31, 2031, providing potential five-year coverage. Services will be performed Monday through Friday with daily deposit collections averaging $1,000-$4,000 per day and weekly averages of $20,000, though contractors must be prepared for unpredictable amounts. Performance will take place across three CBP pickup locations—Peace Bridge Administrative Building in Buffalo, Lewiston Bridge Commercial Warehouse, and Rainbow Bridge Main Building in Niagara Falls—with delivery to the CBP Area Port Main Office in Buffalo and ultimately to a U.S. Bank account, all located in Buffalo, New York 14213.
