About this file
This is a Statement of Work (SOW) for armored car services to support the Department of Homeland Security's U.S. Customs and Border Protection (CBP) Area Port of Buffalo, New York. The contract establishes a Base Year performance period from April 1, 2026 through March 31, 2027, with four optional one-year renewal periods extending through March 31, 2031. Current daily deposit collections average $1,000-$4,000 per day with weekly averages of $20,000, though values are unpredictable and contractors must be prepared to accommodate varying amounts.
The contractor must provide two distinct service elements: Element 1 involves picking up sealed deposit bags from three CBP cashier locations (Peace Bridge Administrative Building in Buffalo, Lewiston Bridge Commercial Warehouse, and Rainbow Bridge Main Building in Niagara Falls) Monday through Friday between 11:00 A.M. and 4:00 P.M., with delivery to the CBP Area Port Main Office in Buffalo by 4:00 P.M. the same day. Element 2 requires picking up deposits from the Main Office no later than 1:30 P.M. and delivering them to a U.S. Bank account by 4:00 P.M. the same day. No service is required on 11 federally recognized holidays. The contractor must maintain 95% on-time performance, provide 100% accurate documentation, assume full liability for all collections (insured up to $2,000,000 per shipment with individual bags insured up to $250,000), furnish all vehicles and equipment meeting industry security and federal safety standards, maintain personnel identification lists, prevent commingling of CBP funds with other sources, and submit monthly invoices through the Treasury Invoice Processing Platform. All incidents must be reported to the designated CBP Contracting Officer's Representative (Frank Giannantonio, 716-344-1532) or the Mission Support Specialist (Katherine Agliata, 716-843-8328).
