About this opportunity
The Defense Logistics Agency Land and Maritime is seeking sources capable of manufacturing transparent armor under NSN 2541-016204865, with responses due by July 17, 2025. The item falls under the "ARMOR, TRANSPARENT, V" designation and is classified with AMC/AMSC codes "3 B," indicating it must be procured from the actual manufacturer or vendor and acquired from manufacturing sources specified on a source control or selected item drawing per DoD-STD-100. Currently, CRYSTALS US BUYER, LLC is listed as the only approved source for this specialized vehicular armor component. The agency is requesting potential manufacturers to identify themselves for consideration, with qualified companies able to submit applications through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. Companies seeking approval must demonstrate their ability to manufacture the product to the same quality level or better than the Original Equipment Manufacturer, with the burden of proof resting on the prospective contractor to document equivalent or superior capabilities.
This procurement opportunity does not utilize any set-aside designations, making it available to all qualified manufacturers regardless of business size or socioeconomic status. CRYSTALS US BUYER, LLC appears to be the current incumbent or approved supplier for this transparent armor requirement. The notice does not specify contract values, quantities, or delivery timelines, focusing instead on the source identification and qualification process. The AMC classification indicates that suitable technical data, government data rights, or manufacturing knowledge are not available to permit acquisition from alternative sources without going through the formal SAR approval process. Companies interested in becoming approved sources must submit comprehensive technical documentation demonstrating manufacturing competency and quality standards that meet or exceed current specifications.

The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.
