About this opportunity

The Defense Health Agency has awarded a sole-source Basic Ordering Agreement (BOA) to an unnamed blood manufacturer on August 6, 2026, under contract HT001126GE003 for procurement of multiple blood products during contingency operations, with award amount redacted.

The justification cites FAR 6.103-1(b), only one responsible source, based on market research confirming that only a single large manufacturer in the United States produces Low Titer O Whole Blood with 35-day shelf life and liquid plasma with 40-day shelf life to meet Department of Defense requirements for overseas contingency operations and large-scale combat combat operations. The contracting rationale emphasizes operational necessity stemming from recent Middle East engagements where existing blood supply sources proved inadequate, and notes that current world events require blood requirements 3–4 times greater than previous surge operations. The BOA period runs three years from May 1, 2026 through April 30, 2029, comprising a base period of May 1, 2026 through April 30, 2027 with two one-year option periods. Once in place, delivery orders will be issued against the BOA when the Armed Services Blood Program Division requires urgent surge capability to support Combatant Command requirements during local or global health pandemics, humanitarian efforts, natural disasters, counter-terrorism events, war, or other military operations. The contracting activity is the Defense Health Agency Contracting Activity Professional Services Contracting Division. A sole-source Notice of Intent was posted to SAM.gov for 15 days from March 26, 2026 through April 10, 2026, in accordance with FAR 5.101.
