About this opportunity

The Defense Health Agency (DHA) has published a Special Notice regarding the Armed Services Blood Program Multiple Blood Products Basic Ordering Agreement. DHA intends to award a noncompetitive Firm-Fixed-Priced Basic Ordering Agreement to Blood Centers of America, Inc. (BCA) under simplified acquisition procedures authorized by FAR 12.201-1. The agreement will operate under commercial terms and conditions for a three-year period. This Special Notice was posted on March 26, 2026, and allows interested parties to express their capabilities and interest in meeting the stated requirements. The opportunity is categorized under NAICS 621991 (Blood and Organ Banks) and PSC 6515 (Medical and Surgical Instruments, Equipment, and Supplies).

The primary objective of this Basic Ordering Agreement is to establish the capability to procure and surge blood product supplies on short notice to support Combatant Command requirements during contingency operations, including pandemic response, humanitarian efforts, natural disasters, counterterrorism operations, and military deployments. Interested vendors must submit email responses by 4:00 PM EDT on April 10, 2026, demonstrating their ability to meet the blood procurement requirements outlined in the notice. All responding vendors must maintain current registration in the System for Award Management (SAM) with a valid Unique Entity ID (UEI) and Commercial and Government Entity (CAGE) code. Notably, small businesses will not be considered for award under the identified NAICS code, and the Government reserves sole discretion to determine whether to compete the requirement based on responses received. This initiative is identified as a Special Interest Item for the Office of the Joint Staff Surgeon and addresses critical blood supply continuity for military operations.

The Contingency Blood Procurement Program is a Special Interest Item for the Office of the Joint Staff Surgeon and ASBPD. To address this Special Interest Item, DHA needs the ability to acquire large quantities of blood products at a moment’s notice to support Combatant Commands’ blood requirements to support contingency operations.

A determination by the Government not to compete the requirement based on responses to this notice is solely within the discretion of the Government.  The agency will not consider award of the requirement to small business under NAICS code identified in this notice.

All responding vendors must be registered to the System for Award Management (SAM).  Complete SAM registration means a registered Unique Entity ID (UEI) and Commercial and Government Entity (CAGE) code.
