About this opportunity
The Federal Emergency Management Agency (FEMA) is seeking a Blanket Purchase Agreement (BPA) for Armed Protective Security Officers to provide rapid-response security services during major disaster declarations across the United States. The requirement is to have a contractor capable of deploying 35 armed security guards within 24-48 hours of a CALL being executed, who will serve at disaster-related sites and facilities. All security personnel must be Department of Labor category 27102 Guard II, meeting specific qualifications including U.S. citizenship, English proficiency, high school diploma, current/prior military or security experience, active firearms permits, and CPR/First Aid certification. The solicitation is structured as a Request for Information (RFI) to conduct market research, with potential contractors required to submit a five-page electronic response by 3:00 PM EST on April 28, 2025. Evaluation criteria will focus on guard deployment capabilities, personnel availability, licensing and training processes, operational support technologies, and compliance with regulatory requirements.
The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. While specific award values are not disclosed, the BPA is anticipated to have a base year with four option years, covering security services across all 50 states and potential U.S. territories. The contract will utilize the NAICS category 561612 for Security Guards and Patrol Services and the PSC category S206 for Housekeeping-Guard services. Security officers will be responsible for tasks including access control, security screening, visitor processing, patrol and response, traffic control, emergency response, and maintaining facility rules at locations such as joint field offices, disaster relief centers, logistical staging areas, and temporary housing centers. The geographic scope is comprehensive, requiring vendors to demonstrate the ability to provide security services rapidly and effectively across multiple FEMA regions in response to emergency declarations.
