About this opportunity
The Department of Homeland Security Office of Procurement Operations seeks to procure Armed Protective Security Officer (PSO) services for operations throughout Minnesota and Wisconsin. This pre-solicitation notice indicates the government's intent to negotiate with a single source under the authority of FAR 6.130-1, allowing for a streamlined procurement process. The contract will support critical protective security services that require continuity of operations and specialized expertise in the field. While specific evaluation criteria are not detailed in this pre-solicitation notice, the procurement will be based on the existing indefinite delivery/indefinite quantity contract framework. The pre-solicitation notice was posted on February 12, 2026, with a due date of February 27, 2026, providing potential interested parties with approximately fifteen days to respond or submit relevant inquiries.
This procurement carries no set-aside designation and identifies Triple Canopy, Inc., located in Herndon, Virginia, as the intended single-source contractor based on the existing contract relationship. The task order will be issued for a maximum period of five months, running from March 1, 2026, through July 31, 2026, to allow adequate time for completion of a full and open solicitation process and transition to a new contractor. No specific contract value or award amount is disclosed in this pre-solicitation notice. The abbreviated five-month extension period is structured to maintain critical security operations while the government conducts its follow-on competitive procurement for permanent contractor selection. This single-source modification represents a bridge contract designed to ensure operational continuity during the transition between the incumbent contractor and a newly selected vendor.
Notice text
The Government intends to solicit and negotiate with only one source under the authority of RFO FAR 6.130-1 for Armed Protective Security Officer (PSO) services with Triple Canopy, Inc. (13530 Dulles Technology Drive, Ste 500, Herndon, Virginia 20171) for up to five (5) months, March 1, 2026, through July 31, 2026, to allow time to solicit and award the follow-on contract, as well as to provide adequate time for transition. This action will result in a modification to extend the ordering period of the existing indefinite delivery/indefinite quantity type contract to allow placement of a task order to continue critical PSO services theoughout Minnesota and Wisconsin. Task orders(s) will only be issued under this contract for the necessary length of time required, but not to exceed five months. As such, this extension will allow time to complete the solicitation and award as well as provide an adequate transition period to the new effort for this requirement.
