About this opportunity
The Department of Homeland Security's Federal Protective Service Acquisition Division issued this Limited/Sole Source Justification Notice on February 5, 2026, to extend noncompetitive armed protective security officer (PSO) services across Minnesota and Wisconsin through an existing indefinite delivery/indefinite quantity contract. The justification for the sole-source extension to Triple Canopy, Inc. (located in Herndon, Virginia) cites the absence of alternative responsible sources capable of satisfying agency requirements while maintaining uninterrupted facility security. The five-month extension period, spanning March 1, 2026, through July 31, 2026, provides critical time for the Federal Protective Service to complete a competitive follow-on procurement and execute a 120-day transition to the new contract, with an award target date of March 31, 2026. Triple Canopy's current performance is satisfactory under the expiring February 28, 2026 contract, and the proposed hourly rates for armed protective security officers are determined to be competitive and fair based on market analysis. The extension addresses the substantial screening, training, licensing, and certification requirements that prevent rapid contractor transition without compromising facility security operations, and was awarded under Contract 70RFP420DE5000002 on February 27, 2026.
Notice text
The Federal Protective Service Acquisition Division has procured Armed Protective Security Officer (PSO) services on a noncompetitive basis to Triple Canopy, Inc (13530 Dulles Technology Drive. Ste 500, Herndon, Virginia 20171) for up to five (5) months, March 1, 2026, through July 31, 2026, to allow time to solicit and award the follow-on contract, as well as to provide adequate ime for transition. This action resuled in a modification to extend the ordering period of the existing indefinite delivery/indefinite quantity type contract to allow placement of a task order to continue critical PSO services throughout Minnesota and Wisconsin. Task order(s) will only be issued under this contract for the necessary length of time required, but not to exceed five months. As such, this extension will allow time to complete the solicitation and award as well as provide an adequate transition period to the new effort for this requirement.
Awarded contract 70RFP420DE5000002 to unknown vendor for unknown amount on 2026-02-27.
