About this opportunity

The Department of Homeland Security's Office of Procurement Operations, Federal Protective Service (FPS) is soliciting proposals for Armed Protective Security Officer (PSO) services at Customs and Border Protection (CBP) facilities throughout Puerto Rico. The services will be procured as a commercial item under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with fixed hourly rates, and resultant task orders will be firm fixed price. Key contract requirements include providing all labor, material, management, supervision, training, licenses, and permits necessary to deliver the services in accordance with the Statement of Work (SOW). The evaluation will utilize a best value/trade-off source selection process, with technical and non-price factors weighted as more important than price. The proposal deadline is January 30, 2026, at 12:00 PM Eastern Time, following multiple amendments that extended the original November deadline to accommodate questions, Statement of Work updates, and clarifications regarding firearm specifications and Puerto Rico-specific requirements.

This solicitation is designated as a Competitive 8(a) Small Business Set-Aside, with a single award expected for qualified small businesses meeting the NAICS 561612 size standard of $29 million in average annual receipts. The contract will cover an estimated 750,000 hours (150,000 hours annually) of PSO services over a 60-month period, with a contract term running from May 1, 2026, through April 30, 2031, consisting of one base year and four optional one-year periods. The contract includes a $100,000 minimum guarantee, which will be de-obligated once task orders totaling $100,000 or more are issued. Performance will occur at CBP facilities throughout Puerto Rico. Prospective offerors must register with the System for Award Management (SAM) and complete a Non-Disclosure Agreement to receive post-exhibit details containing sensitive security information.
