About this opportunity

The Department of Energy Office of Science, through Argonne National Laboratory, is seeking a commercial-off-the-shelf (COTS) Enterprise Compliance Management System to manage organizational requirements, documents, and compliance across all laboratory operations. The system must integrate with existing platforms including ServiceNow, WorkDay, Power BI, and Argonne's Enterprise Data Warehouse to provide comprehensive requirements tracking, change impact analysis, document management, and compliance metrics. Key requirements include AI/ML capabilities, bi-directional system integrations, lifecycle contract management, cloud-based or on-premise deployment options, and the ability to flag clause-level changes while triggering automated notifications. The solution should support approximately 3,800 staff members, primarily senior managers, lawyers, document editors, QA staff, and records managers across Argonne's 12 core processes. The RFI response deadline has been extended to July 18, 2025, with questions due by June 13, 2025, and selected vendors will be required to provide one-hour product demonstrations within two months of the RFI due date.

This procurement does not utilize any set-aside designations and no current incumbents or contractors are identified in the documentation. The implementation timeline targets completion by October 2027 with a phased deployment approach over a 2-3 year schedule. Argonne expects vendors to propose multiple pricing tiers to accommodate the extended implementation timeframe, though specific budget ranges are not disclosed in the available documentation. The system must meet comprehensive security requirements including FedRAMP certification, multi-factor authentication, secure hosting within the continental United States, and robust data protection measures. A formal Request for Proposal (RFP) is anticipated by December 2025, indicating this pre-solicitation phase will inform the development of detailed procurement specifications and evaluation criteria for the competitive acquisition process.

Notice text

Argonne is exploring the breadth and depth of capabilities of a commercial-off-the-shelf (COTS) system to identify and manage changing requirements, and to integrate with the processes, documents, and systems that implement them. The system will be the system of record of requirements and their linkages, it will also use Argonne’s Enterprise Data Warehouse (EDW) and reporting/dashboard capabilities to track and provide metrics about requirements compliance.

We invite you to provide the Laboratory with any information about your ability to provide an enterprise-wide integrated solution that will efficiently manage requirements for contract compliance, and their related records, documents, and data to prevent gaps in oversight, eliminate silos of information that inhibit efficient and effective responses when requirements change, provide consistent management of compliance-based work processes, and create discoverable information assets for leadership.
