About this opportunity
Army Contracting Command - Detroit Arsenal (ACC-DTA) is soliciting solutions for auditory projection system and speaker array replacement at the National Museum of the United States Army (NMUSA) campus under Commercial Solutions Opening W912CH-25-S-C001, Amendment 01, with solutions due by August 20, 2026 at 5:00 PM EDT. No set-aside applies. This is an Area of Interest under a continuously open CSO authorized through June 30, 2030 that ACC-DTA uses to procure innovative commercial solutions across multiple Army organizations.
NMUSA requires a comprehensive turn-key outdoor mass notification system to replace non-functional speaker arrays damaged by lightning at Fort Belvoir, Virginia. The solution must deliver high-fidelity audio across a 5-acre parade ground with minimum 600W output, IP65 or higher weatherization ratings, robust lightning protection and surge suppression, and a Central Control Unit with local battery backup. Digital control components must meet Department of War cybersecurity requirements using modern audio protocols (Dante, AES67, AVB, or MILAN) and support multi-modal activation through a centralized AV management console, dedicated rapid response console, and secure network desktops with redundant communications.
Offerors must submit solution briefs not exceeding five pages or fifteen slides including executive summary, technology concept, and rough order of magnitude pricing broken down by equipment acquisition, engineering, installation, and first-year sustainment. Deliverables include acoustic modeling using EASE software, a physical or scaled prototype for on-site testing, and a deployment roadmap. Offerors must be registered and active in SAM.gov prior to award and carry professional insurance. ACC-DTA is not obligated to issue an RFP or make an award; all awards are contingent on fund availability and successful negotiations.
