STATEMENT OF WORK
- Background
NIST Application Systems Division currently has licenses for Applicare, which NIST uses to mimic a set of users of Web applications for Web application performance monitoring. Applicare allows NIST to record a series of actions against a Web application (also known as synthetic transactions) and save the recorded actions as a script. The scripts (synthetic transactions) are then played by Applicare at scheduled intervals which are configured, controlled, and initiated by Applicare. The performance data from each step in a script is collected and stored locally. The historical performance data is saved in the Applicare repository and used for data analysis and generation of detailed and summary reports. Support for Applicare will end on 31 December 2020. NIST seeks to purchase Applicare software support and maintenance for the period January 1st, 2021 through December 31st, 2021.
- Scope
The requirements are for one year of software support and maintenance for this product, including security patches, upgrades to new versions of the product, help desk support for the product for bugs NIST finds, and for answers to questions NIST will have about using the software; and consulting time for assistance with installing, support and configuring the product.
- Minimum Technical Requirements
NIST requires the software product to be renewed by January 1, 2021. The purchase shall include both the software product maintenance support and consulting time.
Upgrades to the software during the period of performance shall include:
- Alert action screen does not provide the option to choose LDAP users. The software shall allow pulling existing LDAP users who have been assigned a role in Applicare into the designated alerts.
- Summary page of user role shall display Name, Email and Phone number info.
- The URL in the E-mail alert generated by Applicare shall take the user directly to the page within Applicare that contains information about the Web application that generated the alert.
- The product shall remove Tomcat default files.
- The product shall be bundled with the most recent, up-to-date Tomcat version (as of 11 August 2020, version 9.0.37) to avoid a vulnerability issue for unsupported versions.
- The product shall allow the addition of one-time blackouts to accommodate irregularly scheduled deployments and patching of monitored applications.
Support and maintenance shall include software updates and security patches at no additional cost for one year, telephone/online support from 9:00 AM to 5:00 PM, and an unlimited number of contacts during the support period. Software updates shall be available to NIST within one working day after being posted to the vendor’s support Web site. Telephone support shall include response to questions regarding operating practices, application use, and support issues that can be diagnosed and resolved over the telephone. Consulting shall be included with the installation and configuration of the software, debugging problems with recorded scripts or Applicare itself, training NIST users to record and edit JMeter scripts, and training NIST users to administer Applicare. NIST shall be able to schedule on-site consulting anytime during the period of performance.
- Period of Performance
The period of performance will be January 1, 2021 through December 31, 2021.
- Place of Performance
Maintenance and support shall be provided from the Contractor’s location and shall be accessible from all NIST locations.

The security features of the BusinessObjects services supported and maintained by award of this contract shall enable NIST to map those features to individual SP 800-53 controls; and to select, implement, assess, and monitor those security features in Oracle MySQL Enterprise as operated at NIST in the context of the Risk Management Framework (SP 800-37, Guide for Applying the Risk Management Framework to Federal Information Systems: a Security Life Cycle Approach.
- Government Furnished Equipment/Government Furnished Information
The Government shall not provide any Government Furnished Equipment or Government Furnished Information.

The NIST TPOC identified in the award will inspect the products renewals, maintenance, and support, updated license files, updated license numbers, updated license keys, and updated site messages if applicable to determine whether the minimum technical requirements are met. NIST LOCAL-53 Contract Performance During Changes in NIST Operating Status
Unless otherwise stated in the contract terms and conditions, normal days of business operation are Monday through Friday, excluding Federal Holidays. However, throughout the contract period of performance, there may be circumstances beyond the control of the U.S. Department of Commerce, National Institute of Standards and Technology (NIST), that will impact normal days of business operation, such as inclement weather, power outages, etc. In circumstances such as these, the Contractor must call the appropriate NIST campus status line to verify the operating status:

During a lapse in appropriation, access to Government facilities and resources, including equipment and systems, will be limited to excepted personnel for both Federal employees and Contractor personnel. If performance of the contract is onsite and/or requires Government interaction, unless you have been, or are notified that you are to work under an excepted status, you will automatically enter a temporary work stoppage. The work stoppage shall remain in effect until the lapse is resolved and notification is provided via the NIST website at https://www.nist.gov/ and/or the NIST operating status lines. Additionally, Contractors are encouraged to monitor public broadcasts or the Office of Personnel Management’s website at www.opm.gov for the Federal Government operating status.
NIST will provide notification to all contractors that are determined to have excepted status. All excepted contractors are required to continue performance and communicate with the appointed Contracting Officer’s Representative (COR) for further guidance, or NIST Contracting Officer if a COR is not appointed.
Contractors with supply or service contracts that are fully funded at the time of contract award and do not require access to Government facilities, resources, or active administration by Government personnel in a manner that would cause the government to incur additional obligations during the lapse in appropriation may continue performance.
