About this opportunity
The Department of the Air Force Materiel Command Test Center seeks an Arctic Compressor ALL POWER Trailer, a self-contained, zero-emission mobile breathing air system, with quotes due September 29, 2026 at 12:00 PM PDT. This procurement is a total small business set-aside under NAICS 333912 (Air and Gas Compressor Manufacturing, size standard 1,000 employees); quotes from offerors not represented as small businesses will be rejected.
Place of performance is Edwards Air Force Base, California. The system must be a trailer-mounted SCBA cylinder recharge unit capable of operating in remote field locations and enclosed facilities including aircraft hangars and vehicle maintenance bays. It must incorporate an integrated onboard battery energy storage system to power full compressor operations without continuous shore power or external combustion generators, and must deliver 100% emission-free performance—zero carbon monoxide, oxides of nitrogen, or hydrocarbon exhaust—certified safe for indoor deployment. The system must feature an integrated multi-cylinder fill station certified to NFPA 1901 (Chapter 24) for blast containment protection; dual-action safety interlocks (mechanical and pneumatic); pneumatic engineering for up to 6,000 PSI working pressure with all high-pressure components meeting or exceeding 4:1 safety factor; and fully integrated highway and off-pavement transport capability. Proposals relying on combustion generators or requiring continuous facility electrical tethering will be deemed technically unacceptable.
Award will be made on a firm fixed-price basis to the lowest-priced vendor demonstrating ability to meet salient characteristics. Three line items cover the trailer assembly, onsite startup and product orientation by a factory-authorized technician, and transportation. Delivery is required no later than December 21, 2026. CMMC Level 1 compliance is required.
