About this file

This document is a Salient Characteristics specification for federal contract opportunity FA930126Q0038 issued by Edwards Air Force Base for a self-contained, zero-emission mobile high-pressure breathing air system.

Edwards AFB requires a trailer-mounted breathing air recharge system capable of refilling Self-Contained Breathing Apparatus (SCBA) cylinders in remote field locations and enclosed facilities including aircraft hangars, vehicle maintenance bays, and deployable shelters. The system must incorporate an integrated onboard battery energy storage system to power full compressor operations without continuous shore power or external combustion generators. The system must operate with 100% emission-free performance during cylinder refilling, producing zero carbon monoxide, oxides of nitrogen, or hydrocarbon exhaust, and must be certified safe for indoor/enclosed-space deployment without venting hazardous exhaust or requiring high-voltage facility electrical hookups. The reference model is the Arctic Compressor ALL POWER Trailer (P/N: T1-E4-20-A6-E3C).

The system must feature an integrated multi-cylinder fill station certified to NFPA 1901 (Chapter 24) standards for blast containment protection; dual-action safety interlocks (mechanical and pneumatic) that prevent high-pressure air delivery unless the containment chamber door is fully closed and secured; pneumatic system engineered for up to 6,000 PSI working pressure with all high-pressure components meeting or exceeding a 4:1 safety factor; and a fully integrated trailer chassis equipped for highway and off-pavement transport housing all components within a single unified footprint. Alternate makes and models must demonstrate they meet or exceed all salient characteristics. Proposals relying on combustion generators or requiring continuous facility electrical tethering will be deemed technically unacceptable.

Salient Characteristics FA930126Q0038

Section 1: Requirement Overview

Requirement: Self-Contained, Zero-Emission Mobile High-Pressure Breathing Air System Reference Model: Arctic Compressor ALL POWER Trailer (P/N: T1-E4-20-A6-E3C)

Edwards AFB requires a mobile, trailer-mounted breathing air recharge system capable of refilling high-pressure life-support cylinders (SCBA) in both remote field locations and enclosed facilities (e.g., aircraft hangars, vehicle maintenance bays, and deployable shelters).

To satisfy critical life-safety and environmental occupational health mandates, the system must operate entirely emission-free without reliance on continuous facility high-voltage shore power or fossil-fuel generators during active compression cycles. Any proposed system must satisfy the minimum salient characteristics detailed below to be determined technically acceptable.

Section 2: Salient Characteristics

Salient Characteristic Specification

Energy Storage & Power Architecture

Must incorporate an integrated, self-contained onboard battery energy storage system capable of powering full compressor recharge operations without continuous shore power or external combustion generation.

Zero-Emission Operation & Air Intake Protection

100% emission-free operational profile during cylinder refilling. The system must produce zero carbon monoxide (CO), oxides of nitrogen, or hydrocarbon exhaust at or near the compressor intake.

Enclosed-Space Deployment Capability

Certified safe for indoor/enclosed-space operation (e.g., aircraft hangars, shelters, high-bay maintenance facilities) without venting hazardous exhaust or requiring high-voltage facility electrical hookups.

Blast-Containment Fill Station

Integrated multi-cylinder fill station certified to NFPA 1901 (Chapter 24) standards for blast containment, protecting operators from fragmentation and blast overpressure in the event of catastrophic cylinder failure.

Salient Characteristics FA930126Q0038

Safety Interlock System Dual-action safety interlocks (mechanical and pneumatic) that physically prevent high-pressure air delivery to cylinders unless the containment chamber door is fully closed, latched, and secured.

Operating Pressure & Safety Factor

Pneumatic system engineered for a working pressure of up to 6,000 PSI. All high-pressure lines, manifolds, fittings, and control valves must meet or exceed a 4:1 safety factor relative to maximum operating pressure.

Mobility & Self-Contained Platform

Fully integrated trailer chassis equipped for highway and off-pavement transport, housing the compressor, energy storage bank, purification system, control console, and fill station within a single unified footprint. Enables rapid tactical repositioning and standalone operations without auxiliary support equipment.

Section 3: evaluation of “Or Equal” Submissions

To be deemed technically acceptable, proposals offering alternate makes and models must demonstrate that the proposed unit meets or exceeds all salient characteristics listed in Section 2.

Proposals that rely on combustion generators (onboard or towed diesel/gasoline units) or that require continuous tethering to facility electrical power to operate the compressor will be deemed technically unacceptable, as they fail to meet the essential life-safety requirements of zero-emission enclosed-space operation and self-contained deployment.
