About this opportunity

The Air Force Combat Command is seeking architect-engineer services through a Request for Qualifications (RFQ) for multiple indefinite-delivery indefinite-quantity (IDIQ) single-award task order contracts (SATOC). The solicitation encompasses professional architectural and engineering services including design, planning, environmental investigations, construction support, and related technical services for Department of Defense facilities. Firms will be evaluated on five criteria totaling 450 possible points: professional qualifications (100 points), past performance (100 points), specialized/technical competence (100 points), capacity (50 points), and location proximity (100 points). The Government anticipates awarding a minimum of three A-E IDIQ SATOC contracts—one to a large business and two to small businesses—following evaluation and negotiation of the most highly qualified firms. The deadline for submission of qualifications is 3:00 PM Mountain Time on November 21, 2025, with questions accepted until 3:00 PM Mountain Time on October 24, 2025, and additional questions regarding RFI responses accepted until 2:00 PM Mountain Time on November 7, 2025.

This solicitation contains no set-aside designation. The current incumbents on similar contracts are HDR Engineering (Boise, ID), Thomas Dean & Hoskins (Great Falls, MT), and WJA (Seattle, WA), which provide a reference for the scope and scale of work. Each awarded contract will have a five-year ordering period beginning January 5, 2026, with a minimum contract obligation of $2,000 and a maximum total contract value not exceeding $9,900,000 for the entire ordering period. Individual task orders will range from $2,000 to $1,000,000 and will be issued as firm-fixed-price using fully burdened pre-priced rates. The place of performance is Mountain Home Air Force Base, located at 366 Gunfighter Avenue, Mountain Home, Idaho 83648. Firms must adhere to a 10 percent statutory fee limitation under 10 U.S.C. § 9540 for design and specification delivery costs relative to estimated construction costs.
