About this file

This document is a set of questions and answers (Q&A) related to a federal contract qualification process, providing detailed clarifications about submission requirements, evaluation criteria, and administrative details for a potential contract opportunity. Key points include: the Project Manager resume will be scored only on certification and proximity, with one resume required; the evaluation will be conducted by a qualifications board, selecting the top 3-5 most highly qualified firms based on scoring criteria; and past performance will be based on the three most recent projects' CPARS/PPQs, with evaluation done using the assessing official's evaluation date.

Notable administrative details include: a 50-page submission limit with specific exclusions (such as resumes and project sheets), acceptance of DoD SAFE for proposal submission in case of technical issues, and a subcontracting plan required for the unrestricted position. The document also clarifies that subconsultant experience will be considered for overall team capability but will not receive points, and provides specific guidance on technical specialist requirements, such as the Toxic/Hazardous Material Specialist needing to understand Environmental Protection Plans and EPA guidelines. In the event of a scoring tie, the government indicates they will give both parties an equal chance of selection.

1. Can you clarify how the Project Manager resume(s) will be scored? Specifically, how many points will they receive and how many resumes are we required to submit for that role?

The PM resume, of which only one is required, will only be graded on certification and proximity.

2. Please clarify the difference between evaluation and scoring points for the selection criteria. For example, the response to RFI question 8 says that qualifications will be evaluated equally but may not provide points for the selection criteria. Is the basis of selection solely based on the number of points scored?

The evaluation will be conducted per the request for qualifications evaluation board.

The 3 most highly qualified firms will be the qualified firms with the highest score based on the selection criteria. The possibility of 5 firms being selected remains as stated.

3. Other than points gained from the scoring criteria, what other factors may be evaluated in making the selection/award?

All firms will be evaluated in accordance with the criteria listed. No other factors will apply.

4. How will SF330 Section G be evaluated?

Section G is not a specific evaluation criterion, but the key personnel resumes requested in the request for qualifications will be scored based on the guidelines in section G.

5. How will SF330 Section H be evaluated?

Section H will not be specifically graded. The additional information is supporting information for the evaluation factors.

6. For a Joint Venture submitting as Prime, will past performance submitted for each of the individual firms making up the JV be evaluated equally?

The joint venture question has been answered in the supplied “RFI Responses” document on SAM, under question 33.

7. Can one person fulfill more than one role (i.e. dual hat) outlined in the Qualifications of Staff section?

Due to the need of full-time employees being desired for each position, a dual-hatted individual could not perform both duties full-time and would not be accepted.

8. Confirming that we only need to submit Past Performance documentation for the 3 most recent projects? And that the documentation does count toward the 50-page limit?

Past performance documentation is only needed for the 3 most recent projects, but 10 projects must still be submitted per ‘part 1. F.’ of the SF330. The CPARS/PPQs for the 3 most recent projects will count towards the 50-page limit.

9. The only CPARS/PPQs required are for the 3 most recent projects to address past performance section, correct? The Govt. doesn’t need to see past performance (CPARS/PPQs) for all 10 projects from Section F, correct?

Correct, only the 3 most recent projects past performance is needed for selection criteria 2.

10. Will a D/B RFP or 35% design be counted as an example of a DoD design project?

A design build would be accepted. A 35% design could be accepted if it contained supporting documentation showing the company’s capabilities as effectively as a full design.

11. Will only the 10 projects in Section F earn points for the scoring criteria? Or will the additional projects in the 50-page section be scored too?

Only 10 projects will award scoring per the evaluation criteria. Additional projects in the 50-page section would be used as supporting documentation, if applicable.

12. The response to question 21 in the RFIs states that projects must be in the past 5 years for Criteria 3. The response to question 28 says that the project dates for criteria 2 and 3 are not limited. Please clarify which is correct.

That is a mistake on our part. Only part 4 is concerned when it comes to the 5-year limit.

13. If the proposing Prime submits a Section F project in which they served in a subconsultant role - would the Prime still receive maximum points for that project?

No, unless the subconsultant role was for the entirety of work performed consistent with the criteria in selection criteria 3.

14. For the unrestricted position, are there any small business contracting requirements?

A subcontracting plan will be required and part of negotiations following selection of firms.

15. What criteria will the Government use to determine which task orders go to the unrestricted contract holder(s) or small business contract holder(s)?

That will be determined at a later date. After the request for qualifications is complete.

16. Are Section F projects limited to one page?

One page per project (10 requested) will be excluded from the 50-page limit.

Additional pages may be included, but will count towards the limit.

17. In the event of technical issues or outages with PIEE, will the Government accept other submission methods for proposals (such as email)?

Yes. Per the request for qualifications, DoD SAFE may be used.

18. What type of information would you like to see in section H?

There is no specific format or type of information required for section H. It is up to each contractor to determine what supporting documentation they would like to submit, if any.

19. For criterion 2 (past performance) are the three most recent and relevant CPARS selected based on the assessing officials evaluation date or the estimated/actual completion date?

It will be based on the evaluation date.

20. For past performance (CPARS and PPQs), should those be included immediately following the Section F project sheet or included after the SF330 as an appendix?

They may be included as either.

21. In the event of a tie in scoring, what will be the tiebreaking factor?

As of now, we have not decided on any means to break the tie. If the event occurs, we will give both parties an equal chance of being selected.

22. The RFI confirms that all disciplines, including the Cost Estimator, are scored under the “Location” criterion. However, it does not address whether the Government would consider exceptions for disciplines not requiring site visits (e.g., cost estimators using MII remotely).

Cost estimator, and only cost estimator, will be exempt from the location criterion.

23. While points are not awarded, will subconsultant experience and resumes still be considered in determining overall team capability and responsibility (i.e., pass/fail factor under FAR 36.6)?

Yes, the experience and resumes will be used to determine capability/responsibility, but will not grant any points in the scored criteria. Additionally, projects completed with sub-contractors/consultants within the proposed team in Part 1.C. can be used to determine project experience but will not be granted points for scored factors.

24. Can subconsultant Section F projects contribute to Specialized/Technical Competence scoring (Criterion 3) or only to overall qualifications?

No, subconsultant projects will only contribute to overall qualifications.

25. SF330 inclusion and exclusion for the 50-page limit clarification.

The Standard Form 330 itself and the self-evaluation do not count against the 50-page limitation. Resumes in Part 1.E. are excluded (up to the required 14, 13 disciplines and 1 PE/PMP Project Manager), as are projects in Part 1.F. (up to 10) Part II – General Qualifications is excluded as well, if more than 1 page is required for additional branch offices. One organizational chart per Part 1.D., limited to 1 standardized page, is also excluded. The rest of the information requested or suggested by the SF330 is not excluded. (e.g., expanded project narratives, graphics, cover sheet, table of contents, cover letter, summary pages, company overview, supplemental org charts, narrative explanations, CPARS/PPQ or appendices)

The standardized page format applies to additional documentation, not the portions of the SF330 that are excluded. But changes to the SF330 formatting will not be accepted.

26. For Certified Toxic/Hazardous Material Specialist, what credential or certification qualifies The Toxic/Hazardous material specialist must be able to effectively coordinate Environmental Protection Plans (EPP), know EPA guidelines, and develop a mutual understanding with the government agencies relative to the EPP regarding environmental protection and natural/cultural resources. They must also know the required permits, reports, and permit requirements along with other measures to be taken. No specific certification is required, but an online general overview course, such as HAZPOWER-40hr would not be accepted. Training related of Section 40 of the Code of Federal Regulation - Protection of the Environment should be a minimum starting point.
