About this opportunity
The U.S. Army Corps of Engineers (USACE), Transatlantic Expeditionary Division, has issued a Special Notice of Intent (NOI) to award a sole-source contract to Intellectual Growth Engineering, LLC for Architect and Engineering (A-E) services. The contract focuses on developing a modified version of the Common Uniform Building Envelope (CUBE) called the CUBE Protected, which aims to enhance the existing design with improved protection against Indirect Fired Weapons (IDFW). The NOI is specifically seeking A-E services to conduct comprehensive research on IDFW parameters, design performance criteria, and create design documents for a modified CUBE structure. The existing CUBE design is protected under US Patent 10,655,350 and was originally developed as a simple, expedient residential facility for troop construction in contingency environments. This notice is not a competitive solicitation but rather an announcement of the government's intent to award a contract to a specific firm.
The primary objective of this project is to develop a modified CUBE design that mitigates potential damage from IDFWs, particularly focusing on roof protection and occupant safety. The contract requires the selected firm to complete research, publish a performance criteria report, and create detailed design documents within 60 days of the notice to proceed. Interested parties may submit capability statements by January 4, 2025, at 4:00 p.m. Arabian Standard Time, though the NOI emphasizes that this is not a competitive proposal request. The contract will be firm-fixed-price with a value under $25,000 and is classified under NAICS code 541310 for Architectural Services. The design must include step-by-step field instructions for military troops to assemble the structure using readily available materials in a contingency environment. The government retains the discretion to determine whether to compete this requirement, and if not, will prepare a Justification and Approval for Other Than Full and Open Competition using FAR Part 6.
Notice text
NOTICE OF INTENT (NOI): This is an NOI to award a sole source contract and is not a request for competitive quotes or proposals. NOI to Sole Source to Intellectual Growth Engineering, LLC
The U.S. Army Corps of Engineers (USACE), Transatlantic Expeditionary Division (TAE) anticipates awarding an A-E service contract for a new design considering Indirect Fired Weapon (IDFW) on the roof of the Common Uniform Building Envelope (CUBE) building. This concept design is named the CUBE Protected.
A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Should the Government determine that it is in its best interest to not compete this requirement, a Justification and Approval for Other Than Full and Open Competition using FAR Part 6 will be prepared.
PROJECT SCOPE: The purpose of this task order is to acquire A-E services to conduct the following activities:
- Complete research on IDFW parameters, anticipated firing positions, and material performance that mitigate IDFW damage to the CUBE roof and occupants. Publish a report that documents design and performance criteria.
- Create a design, and design documents based on research and approved IDFW criteria. Design document submission needs to include step-by-step field instructions for end user (military troops) assembly using lumber and other common materials at hand in a contingency environment.
- The CUBE Protected will be a modified CUBE that mitigates the effect of IDFWs on the roof. The CUBE was developed to be a simple, expedient residential facility for troop construction in a contingency environment. The CUBE protected modifies the initial CUBE design to include IDFW protection.
- The design for the CUBE Protected will consider the existing CUBE drawings dated August 2021. The CUBE design is protected by US Patent 10655350.
- Design and assembly instructions are required within 60 days of notice to proceed.
