About this opportunity

The National Institute of Standards and Technology (NIST), a civilian agency within the Department of Commerce, is seeking sources for an aqueous size-exclusion chromatography instrument with triple-detection capabilities. The procurement involves a high-pressure liquid chromatography (HPLC) system with specific technical requirements, including a pump capable of delivering aqueous and organic solvents at pressures up to 9,500 PSI and flow rates between 0.001 and 5.000 mL/min. The instrument must be new, non-prototype, and authorized for U.S. sale, with precise temperature and injection capabilities. While detailed evaluation criteria are not explicitly stated in the pre-solicitation notice, the technical specifications suggest a comprehensive assessment of the instrument's performance and compatibility with NIST's research needs. The sources sought notice was posted on June 3, 2025, with responses due by June 10, 2025, and interested vendors are encouraged to contact Brandon Butler (Brandon.butler@nist.gov) or Julie Morris (Julie.morris@nist.gov) for additional information.

The pre-solicitation notice does not indicate any specific set-aside designations or preferences for small businesses. The procurement is classified under NAICS category 334516 (Analytical Laboratory Instrument Manufacturing) and PSC category 6640 (Laboratory Equipment and Supplies), which suggests a specialized market for scientific instrumentation. No incumbent contractors or specific award values are mentioned in the document. The solicitation includes procurement options for manual cuvettes and automated measurements using advanced light scattering and field-flow fractionation modules, indicating potential flexibility in the final configuration. The equipment must be shipped in original manufacturer's packaging with complete documentation, and the instrument will likely be used for precise scientific research and measurement purposes. While the exact quantity of instruments is not specified, the detailed technical requirements suggest this is a targeted, high-precision procurement for specialized laboratory use.

Notice text

The Contractor shall provide one size-exclusion chromatography with triple-detection that meets the minimum technical requirements detailed within the attached document.  Procurement options are specified for manual cuvettes and automated measurements by a module containing dynamic, static and electrophoretic light scattering (DLS/SLS/ELS) and field-flow fractionation (FFF). See attached Sources Sought Notice.
