The National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, has issued a Special Notice announcing its intent to negotiate a sole source procurement with Aquatic Laboratories, Inc. of Cambridge, Massachusetts. The procurement is for an Aquatic Labs Alkalinity + pH Sensor to be delivered to Ann Arbor, Michigan by September 1, 2025. NOAA's Great Lakes Environmental Research Lab requires this specialized equipment under the authority of FAR 13.106-1(b)(1). The sole source determination is based on NOAA's assessment that Aquatic Laboratories, Inc. is the only vendor that manufactures and distributes this specific sensor technology. The purpose of this procurement is to acquire specialized equipment capable of determining the inorganic carbonate chemistry of aquatic systems by measuring at least two parameters of the inorganic carbon system. The required sensor represents new technology that can determine total alkalinity through thousands of in situ titrations without requiring reagents, and it is reportedly the only instrument on the market that provides repeatable results for total alkalinity measurements. Additionally, this is the only available instrument that combines both total alkalinity and pH measurements using a single sensor rather than multiple sensors. While this notice is not a request for competitive proposals, firms believing they can fully meet the government's requirements may submit substantiating documentation within 15 days of the notice's publication date of June 16, 2025. Any such documentation will be evaluated solely to determine whether the procurement should be conducted competitively, though the final determination remains at the government's discretion, and oral communications are not acceptable responses.

***THE SOLE SOURCE DETERMINATION IS BASED ON NOAA’S REQUIREMENT THAT AQUATIC LABORATORIES, INC IS THE ONLY VENDOR THAT MANUFACTURES AND DISTRIBUTES THIS AQUATIC LABS ALKALINITY + PH SENSOR. THE REQUIRED SUPPLIES DETERMINE THE INORGANIC CARBONATE CHEMISTRY OF AQUATIC SYSTEMS AND MUST MEASURE AT LEAST TWO PARAMETERS OF THE INORGANIC CARBON SYSTEM. THIS IS CURRENTLY THE ONLY INSTRUMENT ON THE MARKET THAT HAS TESTED AND HAS COMPLETED REPEATABLE RESULTS FOR TOTAL ALKALINITY TA. IT’S ALSO THE ONLY TOTAL ALKALINITY TA/PH INSTRUMENT AVAILABLE ON THE MARKET THAT COMPLETES BOTH MEASUREMENTS USING A SINGLE SENSOR, VS. MULTIPLE SENSORS. THE VENDOR DESIGNED THE TECHNOLOGY AND IS THE ONLY MANUFACTURER OF THE SENSOR. AQUATIC LABORATORIES, INC IS THE SOLE MARKET PROVIDER OF THESE AQUATIC LABS ALKALINITY + PH SENSORS AND HAS VERIFIED THEY ARE THE SOLE SOURCE.
