About this opportunity

The Department of the Navy Naval Air Warfare Center Aircraft Division (NAWCAD) has issued a Special Notice for a sole source contract with Raytheon Technologies Corporation (RTX) regarding software modifications for the Digital Control Panel (DCP) used in F-5 Adversary aircraft. The notice describes a proposed contract action under the statutory authority of 10 U.S.C. 3204(a)(1), which allows for single-source procurement when only one responsible source can satisfy agency requirements. Raytheon is identified as the Original Equipment Manufacturer (OEM) with exclusive technical capabilities and intellectual property rights for the digital control panel software. The contract is classified under NAICS code 334511 with a size standard of 1,350 employees and will be a Firm Fixed Price (FFP) contract. The proposed contract period is twelve months, specifically from 19 June 2025 to 18 June 2026.

The primary objective of this Special Notice is to inform the market about NAWCAD's intention to award a non-competitive contract to Raytheon for software modifications involving approximately 1,275 Software Lines of Code (SLOCs). Interested parties may submit capability statements in writing to the designated Contract Specialists, Ms. Kristin Nelson and Ms. Catrina Farrell, no later than 11:00 AM EST on March 31, 2025. However, the government explicitly states that this notice is for informational purposes only and they are not soliciting competitive proposals or quotes. The government's determination to proceed with a sole source contract is based on Raytheon's unique technical capabilities, with any alternative sourcing potentially resulting in substantial cost increases for redevelopment, reverse engineering, and software system testing. The Product Service Code for this opportunity is 1680, which covers Miscellaneous Aircraft Accessories and Components, and the notice emphasizes that the information provided is subject to change and does not bind the government to any specific action.

Notice text

THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY

The proposed contract action is for services for which the Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

This acquisition provides for the software modifications to the Raytheon Digital Control Panel (DCP) in support of the DoN’s fleet of F-5 Adversary aircraft. NAWCAD intends to award a Firm Fixed Price (FFP) sole source contract to Raytheon Technologies Corporation (RTX) for twelve (12) months (19 June 2025 – 18 June 2026).

At this time, RTX is the Original Equipment Manufacturer (OEM), the sole designer, developer, and manufacturer with the requisite knowledge, technical capability, and technical data necessary for the manufacture and delivery of the DCP software. RTX is also the intellectual property holder of the software. Any attempt to use a source other than the OEM would result in substantial duplication of cost to the Government for the redevelopment/reverse engineering and testing aspects of the new interfacing and existing software system that would not be recoverable through competition. This effort requires the editing of approximately 1,275 Software Lines of Code (SLOCs) and development of a different transponder would increase coding requirements and development costs.

The applicable North American Industry Classification System (NAICS) code is 334511, size standard 1,350 Employees. The Product Service Code (PSC) is 1680, Miscellaneous Aircraft Accessories and Components.

The determination to not compete this requirement is solely within the discretion of the Government and the Government is not considering responses to this notice. Although this notice of intent is not a request for competitive proposal or quotes, interested parties may submit capability statements in writing to the Contract Specialist, Ms. Kristin Nelson, Kristin.a.nelson13.civ@us.navy.mil, and Ms. Catrina Farrell, catrina.m.farrell.civ@us.navy.mil, no later than 11:00AM EST on March 31, 2025.

This notice is for informational purposes only. The information provided herein is subject to change and in no way binds the Government.
