About this opportunity

Norfolk Naval Shipyard (NNSY), part of the Department of the Navy Naval Sea Systems Command, is conducting market research to identify a qualified educational institution for its Federally Registered Apprentice Program. The pre-solicitation notice seeks an accredited college or university capable of providing comprehensive academic training and testing services for a new apprenticeship class starting in February 2025. Interested companies are required to submit a capabilities statement demonstrating their ability to perform 100% of the required services, with key information including company details, CAGE code, DUNS number, and point of contact. Responses must be submitted electronically as a PDF to glenda.s.jordan3.civ@us.navy.mil by January 3, 2025, at 9:00 AM EST, with the anticipated contract type being a Firm Fixed Price (FFP). The evaluation will focus on the company's demonstrated capability to deliver the full scope of educational services outlined in the Performance Work Statement.

The pre-solicitation notice does not indicate any specific small business set-aside, and the NAICS code is 611310 for Colleges, Universities, and Professional Schools. The program is designed to support NNSY's workforce of over 10,000 military and civilian personnel, with the current academic cycle estimated to include 104 students across four sessions per year. The period of performance will run from February 21, 2025, through August 22, 2025, covering classroom academic instruction, industrial trade-based training, and on-the-job learning. While no specific contract value is mentioned, the scope suggests a comprehensive educational program aimed at maintaining a highly skilled workforce for naval fleet maintenance and modernization. The solicitation encourages responses from both large and small companies with experience in educational and vocational training services.
