About this opportunity
The Department of the Interior Interior Business Center is preparing to solicit appraisal services for the Warm Springs project, with a sources sought response deadline of May 25, 2026 at 3:00 PM EST. The procurement is unrestricted (no set-aside used), though the Sources Sought Notice targets Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE) to gauge capability.
Work encompasses three appraisals of Native Allotment fee simple properties held in trust status on the Warm Springs Reservation in Oregon. Appraisers must hold valid Certified General Appraiser licenses and demonstrate geographic competency and market area experience. All appraisals must comply with current Uniform Standards of Professional Appraisal Practice (USPAP) standards and be delivered in narrative report format. Acceptable valuation methodologies include Direct Comparison, Before and After (Federal Rule), or Value of Taking Plus Damages (State Rule). Principal appraisers cannot subcontract; supporting professionals require direct supervision.
Deliverables follow a fixed schedule: initial appraisal report due 120 days after award, followed by a 30-day review period, final report 15 days after acceptance, and invoice submission 60 days after final acceptance. Reports must include detailed property descriptions, three approaches to value analysis, comprehensive comparable sales data with written sale sheets, photographs, maps, and required certifications.
Sources sought responses are limited to four pages and must include company name and address, UEI, CAGE Code, point of contact, business size and category designation, and a capability statement addressing relevant experience and ability to perform. Submit responses to Jacqueline Hernandez (jacqueline_hernandez@ibc.doi.gov) and Ann Woodall (ann_woodall@ibc.doi.gov).
