About this opportunity
The Drug Enforcement Administration (DEA) issued a Notice of Intent (D-26-NE-0042) on March 18, 2026, indicating its intention to award a sole source firm fixed purchase order to Motorola Solutions, Inc. for custom API development and integration services supporting a License Plate Recognition camera system. The notice is not a competitive solicitation; however, the DEA invites other vendors who believe they can meet the government's requirements to submit capability statements for consideration. The Federal Acquisition Regulation (FAR) 5.207(c)(16)(ii) provides the procedural basis for this notice of intent approach. The agency reserves the right to determine independently whether to proceed with the sole source award or conduct a competitive procurement based on responses received. All interested parties are encouraged to contact robert.j.radke@dea.gov with documentation of their capability to provide the requested services.
The primary objective is to procure comprehensive License Plate Reader (LPR) system services and integration for the DEA's National License Plate Reader (NLPR) program, with a performance period of April 11, 2026 through April 10, 2027. Capability statements must be received by March 26, 2026, and should describe the vendor's ability to provide proprietary LPR services including API query capabilities, partial plate matching, SFTP data replication, and hot plate alerting web services. There are no stated set-asides or specific eligibility restrictions; however, vendors must demonstrate technical capability to support the DEA's case-specific requirements and interdiction efforts across multiple divisions. The acquisition falls under the Software Publishers NAICS category (513210) and IT and Telecom Application Development Software PSC category (7A20), with an estimated value exceeding $10,000 but not exceeding $250,000. The government makes no commitment to award a contract or compensate respondents for submitted information and retains discretionary authority over all procurement decisions.
