About this opportunity

The Naval Air Systems Command (NAVAIR) is seeking sources for the manufacture and delivery of A/P22P-20 Parachute Survival Ensembles (PSE) for E-2 Aircraft. This pre-solicitation notice outlines a procurement effort that includes production units, subsystems, related assemblies, components, program management, and engineering and logistics support services. NAVAIR currently identifies BAE Systems Aerospace & Defense Group as the sole responsible source capable of producing these PSEs due to their exclusive possession of the required tooling. The agency intends to prepare a Justification and Approval (J&A) for Other Than Full and Open Competition under 10 U.S.C. 2304(c)(1) and FAR 6.302-1. The pre-solicitation notice was posted on December 4, 2024, with responses due by December 19, 2024, though the agency emphasizes that this is not a formal request for proposal and does not guarantee a solicitation or contract award.

The opportunity is not set aside for any specific business category and falls under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing. The Product Service Code (PSC) is 1670, specific to parachutes and aerial pick-up systems. While no specific award value is mentioned, the procurement is focused on a specialized production capability currently held exclusively by BAE Systems. The contract will support the manufacturing of parachute survival ensembles to be installed in E-2 Aircraft, with a focus on maintaining critical aerospace equipment capabilities. The Department of the Navy's approach indicates a strategic procurement aimed at ensuring continued access to specialized aerospace components through a sole-source procurement method.
