About this opportunity

The Department of Defense Education Activity (DoD Education Activity) issued a Special Notice on April 15, 2026, regarding a sole source acquisition for AP US History instructional resources. This Special Notice announces the government's intent to award a bridge contract to a single source under the authority of 10 U.S.C. 3204(a) and FAR 6.103(a), rather than conducting full and open competition. The determination to proceed as a sole source acquisition is based on the government's assessment that only one responsible entity can meet its specific requirements within the compressed timeline necessitated by an extended government shutdown. The contract will be firm fixed price with a one-year base period and is anticipated to be at or below the simplified acquisition threshold.

DoWEA seeks 100% digital instructional resources aligned with the College Board APUSH curriculum framework to serve approximately 1,100 students, 46 teachers, and 12 subject-matter experts across 161 schools in the Americas, Europe, and Pacific regions. The contractor must deliver comprehensive course content, student resources addressing learning objectives and historical thinking skills, teacher resources including professional learning materials, and assessments approximating AP exam structure. Key requirements include integration with Schoology and Google Classrooms via ClassLink single sign-on, FedRAMP Level 2 compliance, Section 508 accessibility compliance, SCORM certification, 24/7/365 system availability, and adherence to DoD cybersecurity and privacy standards. The deadline for responses is April 25, 2026, and the government has identified continuity of instruction and avoidance of disruption to student APUSH examination preparation as critical factors justifying the sole source approach. Although this is a sole source contract, the government intends to conduct full and open competition for fiscal year 2027, making this a bridge contract to maintain service continuity.

Notice text

This is a sole source notice of intent and is not a request for proposals or quotations. The determination not to compete this proposed contract action is solely within the discretion of the Government. The Government will not reimburse respondents for any costs associated with preparing or submitting a response to this notice.

The Department of War Education Activity (DoWEA) has the following requirements:

For the Advanced Placement® U.S. History (APUSH) program, DoWEA requires 100% digital instructional resources aligned with the College Board APUSH curriculum framework to support approximately 1,100 students, 46 teachers, and 12 above‑school‑level subject‑matter experts. The resources must be accessible online and allow downloading of materials for internal instructional use only, such as printed worksheets or accommodations for students with Individualized Education Programs (IEPs).

The applicable North American Industry Classification System (NAICS) code is 513130, Book Publishers, and the applicable Product Service Code (PSC) is 7610, Books and Pamphlets.

DoWEA intends to award a sole‑source Firm‑Fixed‑Price (FFP) bridge contract pursuant to 10 U.S.C. § 3204(a), as implemented by FAR 6.103(a), for an acquisition at or below the simplified acquisition threshold where the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. Only one responsible entity can meet DoWEA’s requirements, and no other supplies or services will satisfy the agency’s needs. The anticipated contract will be a Firm‑Fixed‑Price contract with a one‑year base period. See the attached Performance Work Statement (PWS) and Justification for Other Than Full and Open Competition (J&A) for additional information.
