About this opportunity
The Department of Justice Bureau of Prisons Field Acquisition Office is conducting market research for a single-award indefinite delivery/requirements contract to provide vocational training services at Federal Correctional Institution Safford, Arizona, with responses due by June 12, 2026 at 2:00 p.m. Central Time. No set-aside is anticipated. The incumbent contractor, Eastern Arizona College (Graham County Community College District), held the prior award from February 2020 through February 3, 2025, at a base-year value of $1,121,400.
Training will be delivered at FCI Safford in four disciplines: Carpentry Technology, General Business Vocational Technology, Personal Trainer, and Air Conditioning/Refrigeration (HVAC). The contractor must be accredited by the Higher Learning Commission or equivalent nationally recognized agency. All contractor personnel must pass security investigations including fingerprinting, FBI and NCIC searches, drug testing, and background vetting; the contractor must attend Institution Familiarization Orientation and comply with strict security restrictions including no unescorted movement without security clearance and no supervision of Bureau of Prisons staff.
Classes operate Monday through Friday, 8:00 a.m. to 4:00 p.m., in morning (8:00–11:00 a.m.) and afternoon (12:00–3:00 p.m.) sessions, year-round with minimal holiday breaks across at least four semesters annually. General Business and Carpentry programs are capped at 900 sessions annually; AC/Refrigeration and Personal Trainer programs at 526 sessions annually. All programs require 30 hours per week with 20 to 40 percent of curriculum competencies involving hands-on work environment replication; electronic or computer-based simulation does not satisfy hands-on requirements. The contractor provides curriculum, instructors, tuition, and classroom supplies; FCI Safford provides facility space, computers, books, and software limited to Microsoft Office applications. Payment is results-based rather than hourly.
NAICS 611210; PSC U006. Interested parties must submit the Market Research Questionnaire to ldthomas@bop.gov and monitor SAM.gov for the formal solicitation.
