About this file

This is a Statement of Work (SOW) for advanced occupational education programs at the Federal Correctional Institution (FCI) in Safford, Arizona, funded through AOE (Adult Occupational Education).

The FCI Safford seeks a single award to an accredited post-secondary educational institution to provide vocational training in four disciplines: Carpentry Technology, General Business Vocational Technology, Personal Trainer, and Air Conditioning/Refrigeration (HVAC) Vocational Training Technology. Training must lead to technical certificates and qualify inmates for entry-level employment upon release. The contractor must be accredited by the Higher Learning Commission or similar nationally recognized agency. All contractor personnel must pass security investigations including fingerprinting, FBI and NCIC searches, drug testing, and background vetting. Instruction occurs at FCI Safford, 1529 W Highway 366, Safford, AZ 85546, during standard business hours (8:00 a.m. to 4:00 p.m., Monday through Friday). Classes are structured in morning (8:00-11:00 a.m.) and afternoon (12:00-3:00 p.m.) sessions, with General Business and Carpentry programs limited to 900 sessions annually (approximately 15-25 and 18-20 inmates per session, respectively), while AC/Refrigeration and Personal Trainer programs are capped at 526 sessions annually (18-20 and approximately 25 inmates per session, respectively). All programs require 30 hours per week. Programs must operate year-round with minimal holiday breaks across at least four semesters annually.

The contractor provides curriculum, instructor costs, tuition, and classroom supplies; FCI Safford provides facility space, computers, books, and software limited to Microsoft Office applications. Twenty to forty percent of curriculum competencies must involve hands-on replication of actual work environments, with live work projects approved by the Supervisor of Education. Electronic or computer-based simulation does not satisfy hands-on requirements. The contractor must develop written curriculum with measurable behavioral objectives, maintain student transcripts and attendance records, provide semester-end reports, and include resume development coursework. Contractors must assist in recruiting employers for Mock Job Fairs and specify eligible employment positions in writing. The contractor shall not be self-employed and must be available throughout the week. Video teleconferencing capability via Zoom and TEAMS is available for instruction during lockdowns or when staff cannot access the facility. Contractor employees must attend Institution Familiarization Orientation, adhere to strict security restrictions (no supervision of Bureau of Prisons staff, no independent supply requisitioning, no policy formulation, no unescorted movement without security clearance), maintain professional attire appropriate for the correctional environment, and comply with Privacy Act requirements. Payment is based on accomplishment of specific results rather than hours worked. If the award is made to an unincorporated individual, the BOP will pay 7.65% FICA taxes and withhold individual taxes; an additional 7.65% will be added to pricing evaluation for such proposals.
