About this opportunity
The Defense Advanced Research Projects Agency (DARPA) has issued a Special Notice for the Anticipatory and Adaptive Anti-Money Laundering (A3ML) Proposers Day, scheduled for February 20, 2025, in Arlington, VA. The event will feature both unclassified and classified sessions focusing on a strategic initiative to prevent U.S. adversaries from financing illegal activities through money laundering. The A3ML program aims to develop advanced algorithms capable of extracting illicit financial flow tactics, techniques, and procedures (TTPs) from diverse transaction data. This technical effort seeks to create a prototype system that can represent financial crime methodologies in a generic, sharable format. The Special Notice represents an opportunity for potential contractors to engage with DARPA's cutting-edge research in financial system security and technological innovation.
Contractors interested in participating must register by February 10, 2025, with attendance limited to 136 participants for the unclassified session and 50 for the classified session. Organizations are restricted to three representatives per organizational unit and five people overall. Interested parties are required to submit capability statements by March 10, 2025, following specific formatting guidelines for both classified and unclassified submissions. The program's technical objectives include developing algorithms for extracting and inferring money laundering TTPs, integrating these algorithms into a prototype system, and testing their effectiveness through novel scenarios. DARPA emphasizes that this Special Notice is not a formal solicitation and does not obligate the agency to issue a formal request for proposals. Moreover, costs associated with participation will not be reimbursed. The initiative is primarily targeted at research and development entities with expertise in financial data analysis, algorithmic detection of illicit financial activities, and advanced computational techniques.
Notice text
A3ML seeks to prevent the United States’ (US) adversaries from financing their aggression and illegal activities by making it prohibitively expensive to launder value through the global financial system. To achieve this strategic objective, the A3ML program will develop algorithms to extract illicit financial flow tactics, techniques, and procedures (TTP) from heterogeneous transaction data and represent TTPs in a generic sharable format, integrate developed algorithms into a prototype system, and rapidly transition the prototype system to operational users.
