About this opportunity
The Air Force Test Center (AFTC) intends to award a sole source contract to Ansys Government Initiatives, LLC (AGI) for advanced modeling, simulation, and analysis (MS&A) software, comprehensive maintenance, and engineering services to support the Test Center's core test and evaluation capabilities for complex weapon systems. This pre-solicitation notice was posted on March 9, 2026, with a deadline for inquiries on March 16, 2026, and an anticipated award date of May 21, 2026. The contract will be structured as a firm-fixed price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) arrangement covering software licenses and ancillary engineering services. The procurement is justified under 10 U.S.C. 3204(a)(1) as a sole source acquisition based on AGI's unique qualifications and proprietary technology that is deeply integrated within AFTC's legacy system configurations. Fair and reasonable pricing will be determined through comparison with prior contract pricing, competitive marketplace pricing, and an Independent Government Cost Estimate developed by AFTC subject matter matter experts, with evaluation considering the criticality of maintaining operational continuity and supporting high-priority Air Force platforms.
This acquisition includes no small business set-aside designations. Ansys Government Initiatives, LLC, a large business concern located in Exton, Pennsylvania, is the identified incumbent contractor and sole source awardee. The contract encompasses four contract line items: software licenses with Government Purpose Rights (CLIN 0001), engineering services (CLIN 0002), software maintenance (CLIN 0003), and training (CLIN 0004). The applicable NAICS code is 513210 (Software Publishers) with a size standard of $47,000,000. A prior Sources Sought synopsis yielded three vendor responses, all of which were deemed unacceptable due to their inability to demonstrate required MS&A tools, license replication capabilities, or rapid deployment of classified engineering services, thereby supporting the justification for sole source award to AGI.
